Individual Consultant - Resource Flow Data Collection
United Nations Population Fund (UNFPA)

1. POSITION(S) VACANT: Individual Consultant - Resource Flow Data Collection, United Nations Population Fund (UNFPA)

2. ORGANIZATION BACKGROUND:
The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

PROJECT BACKGROUND:
The UNFPA- Netherlands Interdisciplinary Demographic Institute (NIDI) Resource Flows Survey, undertaken by the Resource Flows Project, is an annual activity since 2004 and UNFPA conducts this annual data collection exercise on expenditures for family planning, reproductive/ maternal health and research, data and population and development policy analysis in collaboration with NIDI.

The Resource Flows (RF) Project monitors progress achieved by donors and developing countries in implementing the financial resource targets agreed upon at the International Conference on Population and Development in Cairo in 1994 and the Declaration of Commitment adopted at the United Nations Special Session on HIV/AIDS in 2001. The purpose of this initiative is to have a clear idea of how much is spent on family planning and the allocation of such resources.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the National Programme Officer, the Individual Consultant - Resource Flow Data Collection (IC-RFDC) will support to the UNFPA in completing the survey and shall be responsible for the following:

Key Responsibilities and Deliverables:
(1) Attend the skype training for consultant being organized by NIDI and review the standard questionnaires and manuals of NIDI;
(2) Compile the list of government departments and other stakeholders including corporations, NGOs and insurance companies involved in family planning activities;
(3) Prepare the “On Receipt Form” based on the compiled list, along with information on organizations targeted questionnaire form and submit to UNFPA for onward submission to NIDI;
(4) Draft letters for different stakeholders including Government, NGOs, Insurance Companies, Corporations regarding the exercise, expectations from them and introducing the consultant/ agency for follow up and data collection;
(5) Distribute the standard questionnaires to stakeholders and collect information;
(6) Check the quality of the responses;
(7) Collate the information from stakeholders and fill in the standardized online forms;

(8) Prepare a report of the collected data, along the guidelines shared by NIDI;
(9) Incorporate the feedback in the report and finalize the report online;
(10) Respond to any queries from IIHMR/ NIDI/ UNFPA till receipt of the final clearance report;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Master’s in Public Health, Population Studies/Demography, Statistics, Development Studies or any other related field.

Experience:
(1) Minimum seven years’ experience of working in the international development field and aid environment including experience in undertaking data collection, monitoring and evaluation, report writing, research and analysis in the areas of Family Planning, Population Development and related fields;
(2) Extensive experience of engagement with government and the national Family Planning programme including annual outlays and expenditures is essential;

(3) Extensive knowledge of stakeholders involved in Family Planning programmes in India;
(4) Excellent skills in networking and working with different stakeholders including Government, Corporate, NGOs;

Skills and Competencies:
(1) Excellent analytical, writing and communication skills;
(2)
Familiarity with UN systems particularly UNFPA mandate;
(3) High proficiency in data analysis and interpretation;
(4)
Ability to work within strict deadlines;
(5)
Excellent problem identification and solving skills;
(6)
Excellent written and spoken English Language skills;


5. NATURE OF ENGAGEMENT:
The Individual Consultant - Resource Flow Data Collection (IC-RFDC) shall be hired on a part time consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION & DURATION:

This shall be a part time consultancy and the selected candidate will be hired for 20 working days spread over a period of four to five months till December’2020.

The consultant will be paid between INR 11,594 - 12,753 (equivalent to NOC) per day.

The consultant will be paid full consultancy payment upon completion of assignment and upon receipt of the deliverables.

7. LOCATION: The consultant will be working remotely from her/his place and no outstation travel is anticipated under the contract.
