Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

COVID-19 vaccine introduction is one of the key strategies to combat the pandemic, slow down the transmission and save lives. Currently, there are several COVID-19 vaccines which are being used for inoculate the targeted population in the phased manner.

COVID-19 vaccine introduction entails detailed and scientific consideration of vaccine products, prioritization of groups for vaccine administration, usage of different service delivery modalities, supporting an enabling environment for vaccine uptake, reviewing and ensuring adequate cold chain space, development and dissemination of technical guidelines, overseeing quality implementation.

However, availability of vaccines for deadly diseases does not translate into demand and uptake. There are several reasons among which vaccine hesitancy (a ‘delay in acceptance or refusal of vaccines despite availability of vaccination services’) has quickly become one of the most important global health issues of our time, including in India.

As part of the response to COVID – 19, IDA office in Delhi is working in close coordination with Ministry of Health and Family Welfare (MoHFW), Government of India. IDA is also a partner of choice for all Risk Communication and Community Engagement activities and Covid-19 vaccine communication.

IDA has already supported the MoHFW in various Risk communication and community engagement activities at national and state level. IDA also engaged in the design, planning, implementation and monitoring of the advocacy, communication and social mobilization strategy aimed to educate, engage, empower and enable people to accept and uptake COVID-19 vaccine at state and district level. The objective is (1) build trust and confidence in the COVID-19 vaccine/s to be used in India; (2) share transparently how and why vaccine access would be prioritised; (3) allay and address the anxiety, fear, stress, and helplessness in a targeted manner and (4) reinforce the need to continue to follow infection prevention control protocols.

This assignment requires full time engagement of the Social Media Consultant, who will be sitting in the ministry.

The incumbent should be knowledgeable about the pros and cons of various social media channels and tools. This knowledge should not be only limited to Facebook or Twitter, s/he also should be creative in developing strategies that are impactful provide measurable outcomes.

The Social Media Consultant will use his or her skills to generate an unbiased opinion of the social media strategy, analysing what works, what doesn’t, potential weaknesses, and any other issues that need to be fixed. On the basis of this learning, the Consultant will prepare a comprehensive social media strategy that ensures the most optimal use of social media techniques that helps in increasing visibility, followers, and traffic.

The Social Media Consultant will work closely with and coordinate with the concerned official from ministry for effective social media engagement on COVID 19 vaccine promoting and uptake.

The Social Media Consultant shall be responsible for providing technical support to ministry of health focusing on maintaining and using social media platforms to build a right narrative on the program priorities, through social media messaging, managing social media and dissemination.

The goal is to maintain positive public awareness of the priority messages that need to be shared with the wider public audiences with a focus on specific communities and stakeholders, as and when relevant.  

Key Deliverables:
(1) Support in managing the online presence for priority programs, across various popular social networking sites;
(2) Support in monitoring social media trends;
(3) Assist in running social media campaigns based on required program imperatives;
(4) Support in experimenting with different tactics that can leverage social media activities;
(5) Help to educate the program teams on incorporating social media tactics into their messaging plans;
(6) Support in evaluating industry best practices and implementing them for the benefit of the clients;
(7) Support in regular review of the performance of social media activity in accordance with best practices and trends, analyzing any shortfall, providing suggestions for improvement, and choosing the best possible alternatives;
(8) Work closely with social media platforms, technology partners, influencers, etc, to amplify messaging among select key audiences;
(9) Proactively create editorial content (stories, photos, advocacy images, contests, campaigns, audio, video, infographics, etc.) in cooperation with Communication Team and IDA programme officers and adapt for media pitching, web and social media, posting daily to respective channels.


Applicants must have B.Sc./ BA in Communications or Digital Media or Marketing or similar.                                                                              

(1) Minimum two years of relevant experience;
(2) Proven experience as a social media specialist or similar position
(3) Experience in execution of digital initiatives;
(4) Experience in Content Creation, Copywriting, Graphic Design;

Skills and Competencies:
(1) Expertise with various social media platforms;
(2) Data Collection and Analysis skills;
(3) Familiarity with basic digital technologies;
(4) Working knowledge of MS Office; photo and video-editing software;
(5) Strong Verbal and Written Communication Skills;
(6) Aptitude in presentation and public speaking;
(7) A creative yet practical mind, ability to create engaging content

5. ESTIMATED TRAVEL: Approximately 3-5 days in a month for achievement of the listed deliverables.


The SMC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
