1. POSITIONS VACANT: Consultant– Finance and Accounts, National Health Authority (NHA), MoHFW, GoI, New Delhi

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a qualified consultant in the field of Finance and Accounts who will support the National Health Authority in New Delhi in implementation and specifically for finance and accounting support under PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY).  Consultant shall support the finance division in the NHA in strengthening of existing institutional structures for PM-JAY in the national level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Consultant Finance and Accounts will be responsible for supporting the implementation of the PFMS portal as per PM-JAY guidelines issued by the NHA to all the states. S/he shall support the NHA in managing the other finance related activities such as preparation of vouchers, verification, and validation of bills etc.

Key Responsibilities:

(1) Support the NHA in printing, segregation and filing of documents related to Head QTR expenses;

(2) Support the NHA in Data Entries in PFMS portal;

(3) Support in all pre & post Banking documents work for NHA;

(4) Preparing Vouchers entry in Tally ERP 9;

(5) Support the NHA in printing of TDS certificate and maintain the record for the same.

(6) Supporting the NHA in verification and validation of bills if required;

(7) Coordinating and assisting in E-office work and filing work;

(8) Supporting the interaction and coordination with banks for Banking payment and other work;

(9) Support in creating details / reports /MIS – as and when required;

(10) Undertake any other assignments, which may be assigned from time to time by the Finance Divisional Heads.

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Applicants must have Degree in management/Commerce/finance and accounting or an equivalent degree from a recognized institute/university.

Experience:

(1) Minimum 2-3 years of post-qualification work experience in finance / accounting of any government or private organization, foundation or NGO.


Skills and Competencies:

(1) Basic knowledge about PM-JAY/RSBY and other government funded health insurance programmes in India;

(2) Working knowledge of the standard financial and accounting frameworks, guidelines, regulations and techniques;

(3) Excellent computer proficiency and knowledge of commonly used software packages like Tally, MS Word, Excel, Power Point etc.;

(4) Ability to communicate with people outside the organization, representing the organization to, the public, government, and other external sources;

(5) Demonstrated ability to work in a multi-disciplinary team;

(6) Excellent oral and written communication skills in English.

7. NATURE OF ENGAGEMENT:

The Consultant- Finance and Accounts shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: NHA Office, New Delhi

9. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of one year, extendable thereafter, on the basis of performance and approval by NHA.
