Consultant – Programme Management

1. POSITIONS VACANT: Consultant – Programme Management, National Health Authority (NHA), MoHFW, GoI, New Delhi

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a consultant who will support the National Health Authority in New Delhi in Capacity Building, review of various guidelines issued by the NHA along with coordination with the SHAs and support in Hospital Network Management. 

Objective of the Assignment:

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). Consultant shall support the strengthening of existing institutional structures for PM-JAY in the national level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant will be responsible for supporting the NHA with capacity building activities, monitoring of the implementation within the states, adoption of various NHA guidelines in State health agencies. The consultant will work under the direct supervision of the reporting officer assigned by the NHA.

Specific roles and responsibilities will include the following:

 (1) To make himself/herself thoroughly familiar with the AB PM-JAY processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;

(2) Supporting the NHA in data analysis and evaluation and overall monitoring of the scheme implementation in the States. Coordinate and follow-up with the Insurance companies, Third Party Administrators about the implementation of the scheme;

(3) Supporting the capacity building activities and initiatives in the NHA, along with coordination with the SHAs for the assessment and monitoring of the implementation of the scheme.

(4) Periodic review of various guidelines issued by National Health Authority and advice the State Health Agency for adoption of the same with relevant State specific requirements.

(5) Ensure compliance of agreement terms by the network hospitals and liaison with the hospitals to ensure quality delivery of health care services to PM-JAY beneficiaries.

(6) Conduct regular field visits to ensure that state and district level systems are better utilized for achieving above tasks

(7) Any other tasks as assigned by the NHA with related to the implementation of PM-JAY. 

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Essential:

Post-graduation or higher qualification in field of Management, Public health, community heath, health management, rural management, social work or any other equivalent degree from a recognized university or institute.

Experience:

(1) 2-3 years of relevant post qualification professional experience;

(2) Proven project management skills including planning, execution and monitoring of large scale government health insurance schemes or government health programmes;

(3) Experience in the development sector and prior experience of working with government and development partners / experience of working with private health insurance firms.


Skills and Competencies:

(1) Demonstrated ability to manage a team and effectively lead the team to get the works done;

(2) Analytical skills and strategic thinking. Ability to apply analysis for administrative and management purposes is essential;

(3) Demonstrated ability to work in a multi-disciplinary team;

(4) Knowledge of commonly used software packages like MS Word, Excel, Power Point;

(5) Ability to work under pressure and attend to any ad hoc functions as may be required;

(6) Self-driven and able to work with tight deadlines;

(7) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;

(8) Ability to work independently when required;

(9) Excellent oral and written communication skills in English and Hindi.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: NHA Office, New Delhi

9. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of one year, extendable thereafter, on the basis of performance and approval by NHA.
