1. POSITION(S) VACANT: Deputy Director- Knowledge Management and Research, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

2. ORGANIZATION BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organization headquartered in Paris, France, since 1920. It has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America, and South-East Asia regions.


Union South-East Asia (USEA), one of the organization’s largest offices since 2009, has managed the USAID-supported Challenge TB (CTB) project, together with the National Tuberculosis Elimination Program (NTEP), providing critical support for advocacy, private sector engagement, improving working conditions for TB patients, improving access to molecular diagnostics in the private sector and among children and rolling out new drugs and regimens.

 

CTB also introduced digital solutions for training, treatment adherence, and learning management in the country. CTB’s work with corporates, civil society organizations, research and academic institutions, media and celebrities and parliamentarians, has provided TB a national platform and garnered the highest level of political commitment.

 

USEA additionally manages Project Axshya, a Global Fund Round 9 project designed to extend the reach of NTEP through advocacy, communication, and social mobilization activities in 300 districts across 21 states in India. Other key projects comprise support to tobacco control efforts in India, Nepal, and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates training to build capacity in the management of TB and MDR-TB, operational research, programme management, and other skills.

About the Project:

Tuberculosis (TB) is one of the major public health challenges for India. Each year, it is estimated that over 26 lakh new TB cases emerge in India, with an estimated 4.45 lakh people succumbing to the disease annually. Recognizing the public health threat posed by the disease, the Honourable Prime Minister, called for the prioritization of the disease and committed to eliminating TB by 2025, five years ahead of the Sustainable Development Goal target of 2030. In line with the Honourable Prime Minister’s vision, the Central TB Division, Ministry of Health and Family Welfare, launched a National Strategic Plan for TB Elimination (2017-25), marking a paradigm shift in the prioritization of TB, shifting the focus of the program to a more patient-centric approach toward TB elimination.


In early 2021, the Honourable Union Minister for Health and Family Welfare, launched the TB Mukt Bharat Abhiyan– a people’s movement for a TB-free India – at central and state levels, to garner the participation and ownership of all stakeholders to achieve a TB-Free India by 2025. To this end, a National Technical Support Unit (NTSU) on Advocacy, Communications and Social Mobilization, is being set up in collaboration with development partners to support the Government of India’s efforts, both nationally and in states. The NTSU will help strengthen on-ground program delivery by employing various advocacy and communications approaches to generate demand and create awareness of the services available under the TB program. The goal is to deploy creative and disruptive advocacy and communications strategies, and build large-scale public awareness and enable community mobilization towards a collective campaign, which is seamlessly linked to the program and service delivery on the ground.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Project Director, NTSU as a key resource person,
the Deputy Director Knowledge Management and Research, will lead research, knowledge management, and M&E activities, to provide robust, evidence-based support for high quality and timely ACSM interventions to execute TB Jan Andolan, over 2021-23.


Key Roles and Responsibilities:
(1) Work closely with the Lead Knowledge Management and M&E Partner to review the alignment of project roll-out with the results framework that informs the direction of the project;
(2) Oversee the development and implementation of robust data quality and data use strategies, including the design of appropriate data collection tools;
(3) Work closely with the different functional teams and partners and ensure the availability of timely data to inform decision-making at all stages;
(4) Provide oversight to the development of research protocols and ensure compliance with guidelines of the Ethics Committees/ local IRB bodies as may be necessitated;
(5) Use a triangulation of methods including program data, community surveys, and project-specific milestones, to track results against defined outcomes and outputs;
(6) Work closely with the Lead Partner for Strategic Communications & Advocacy, to fine-tune audience profiles and understand their communications needs, to provide nuanced, feed-forward inputs to the design of campaigns;
(7) Oversee the design and implementation of community surveys and other dipstick studies, as may be required as the project roll-out gets underway;
(8) Identify and provide oversight to the design and execution of deep dives on critical parameters of monitoring and evaluation, using qualitative as well as quantitative methods;
(9) Facilitate program review mechanisms at regular intervals and sharing outcomes of the same with relevant stakeholders;
(10) Work closely with program and other partners, to develop the impact evaluation framework and indicators for the project;
(11) Establish mechanisms for tracking of ACSM roll-out at the state level and the use of state-level dashboards to support campaign management;
(12) Support states in monitoring ACSM activity roll-out by facilitating the creation of easy-to-use, publicly-available, online database, and interactive maps, with details of accredited facilities and select Nikshay Dashboards;
(13) Serve as the point of contact on portfolio-related issues for key stakeholders. Represent the NTSU on MLE matters with stakeholders; other funders, think tanks, and government agencies;
(14) Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, good practices, and other research outputs of the program.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1)
Master’s Degree in a relevant field (viz. Development Studies, Public Health, Demography, Statistics, etc.);

(2) Masters in Epidemiology, Statistics, or Public Health shall be preferred.

Experience:
(1) Applicants must have a minimum of 12 years of experience in research and M&E, including a minimum of five years in a senior research position in the social sector, preferably in health;

(2) Demonstrated proven efficiency in social sector research and insight generation, with extensive project management experience in large-scale social sector projects, preferably with national/ international donors;
(3) First-hand experience of conducting large-scale studies, using both qualitative as well as quantitative methods of inquiry, as well as undertaking data mining and analytics;
(4) Experience in using digital tools such as dashboards to track program progress;
(5) Prior experience with international donors/ development sector/ measurement and evaluation of such programs, is desirable;
(6) Strong knowledge and understanding of TB control program scenario both in the global and Indian context;
(7) Demonstrated experience in implementation/ support to TB control efforts in India;
(8) Demonstrated experience in working with the government and/or multilateral and bilateral donor agencies in the area of health;
(9) In-depth knowledge of statistical methods, formative, summative, developmental, and additive evaluation designs, qualitative and quantitative research methods, data collection, and management.

Skills and Competencies:
(1) Ability to work with critical deadlines and deliver quality results on time;
(2) Possess excellent analytical skills, as well as the ability to synthesize and communicate research findings to a wide spectrum of stakeholders at all levels, using sophisticated, high-end tools;
(3) Recognized internally and externally by the global professional community as an expert within a highly specialized field. Ability to prioritize, focus and achieve results;
(4) Capacity to work independently and in a team environment with strong self-motivation, tact and diplomacy;
(5) Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment;
(6) Proficiency in MS Office (Word, Excel, Access, PowerPoint and Outlook), data management software and the internet;
(7) Excellent drafting and presentation skills including the ability to draft clear and concise reports;
(8) Flexibility and willingness to work on a range of tasks;
(9) Willingness to travel within the country as per project needs at least 20% of the time;
(10) Ability to plan, set priorities and handle multiple tasks under tight deadlines.

5. COMPENSATION OFFERED:

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
