1. POSITION(S) VACANT: Deputy Director, Iron and Folic Acid (DD-IFA) Supplementation, Evidence Action, New Delhi

2. ORGANIZATION BACKGROUND:
Founded in 2013, Evidence Action is a global non-profit organization operating in seven countries in Africa and Asia, whose aims to be a world leader in scaling evidence-based and cost-effective programs to reduce the burden of poverty for hundreds of millions of people in the poorest places.

 “Deworm the World Initiative” and “Dispensers for Safe Water” are the two flagship programmes of Evidence Action. Last year Deworm the World reached 280 million people with deworming medications, partnering with governments to launch, scale, and sustain mass school-based deworming programs. Meanwhile, Dispensers for Safe Water provided four million people across rural Africa with clean water, saving thousands of young lives. The approach relies on an innovative and human-centric design to deliver clean water at the source.

In addition to running these scaled programs, Evidence Action leverages its unique “Accelerator” to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact.

In 2019, Evidence Action launched an ambitious new strategy, with the goal of doubling impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

In India, Evidence Action’s technical service provider EAII Advisors Private Limited, provides technical assistance to national and selected state governments’ Ministries of Health, Education, and Women and Child Development to implement the school and anganwadi based National Deworming Day (NDD) and Iron and Folic Acid (IFA) supplementation programs to improve children’s health, education, and long-term development.

Purpose of the Role:
In 2019, Evidence Action launched a technical assistance program to support the delivery of IFA supplementation for children and adolescents aged six months to 19 years in India.

The program is in a “test at scale” phase and is being implemented across five states in India viz. Madhya Pradesh, Uttarakhand, Rajasthan, Jharkhand, and Haryana, with a robust external evaluation design to measure changes in coverage.

The Deputy Director, IFA (DD-IFA), will lead this program with the support of the Director - Programs and Country Director, India of EAII Advisors.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The DD-IFA will be inspired by the mission of measurably improving the lifelong prospects of hundreds of millions of children across India through proven and scaled interventions.

The DD-IFA will oversee program implementation of the IFA program in India, including strategic planning, operations, capacity building, monitoring and evaluation, and policy advocacy.

The incumbent must be proficient at handling state-based programs, managing donor-funded projects, liaising with government stakeholders, budgeting, program design and development, and review and evaluation.

The DD-IFA will uphold Evidence Action’s core pillars of evidence, cost-effectiveness, and scale in the programs and will collaborate closely with Evidence Action’s global team members. S/he will be adept at stakeholder management, including existing partnerships with the national government and state governments, development partners supporting the Anemia Mukt Bharat (AMB) initiative, and donors.

S/he will also support the expansion of current programming into new health and health-adjacent arenas based on rigorous evidence of impact.

The DD-IFA will also support the Director - Programs and Country Director to facilitate transparent communication about progress and results to the global leadership team, donors, and other stakeholders. S/he will also play a leading role in expanding Evidence Action’s portfolio in India by identifying new program opportunities and engaging with prospective donors.

Key Roles and Responsibilities:

(A) Partnership Development and Management:

(1) Build and maintain relationships with key government officials at the state and national level (including from the Departments of Health, Education, and Women and Child Development) and ensure political and technical commitment for the IFA program. Also build strong partnerships at the national level with Ministry of Health and Family Welfare (MOHFW) officials, leading the AMB program and strengthening the provision of national-level technical assistance;
(2) Engage development partners and technical experts, supporting the AMB program to draw on their expertise and insights;
(3) Support donor reporting and engagement activities, including identifying and engaging prospective donors for new program opportunities, in collaboration with global leadership and program leads;
(4) Actively participate in meetings with government officials, technical agencies, and partners related to child and adolescent health and nutrition, to raise advocacy points and disseminate program results and lessons learned;
(5) Support state program managers to manage key stakeholders in their states, including government officials and development partners.

(B) Strategic Planning:
(1) Work with national and international teams to critically design and adapt program components to achieve higher coverage, ensuring alignment with government guidance and with a high commitment to quality and cost-effectiveness. Also, identify new delivery channels and approaches to increase program reach and effectiveness;
(2) Routinely identify and assess the benefits and risks associated with program implementation, and develop a plan for delivering benefits and strategies to mitigate risks and resolve issues;
(3) Develop and implement sustainability plans for programs at the national and state levels;
(4) Work with state teams to plan and organize a broad range of advocacy efforts, such as stakeholders meetings and dissemination  opportunities.

(C) Technical Assistance and Program Management:
(1) Manage multiple State Program Managers to ensure timely and high-quality advisory in collaboration with the Director – Programs and provide technical support to state governments in their planning and implementation of the IFA program for children between six months to 19 years of age. Also, provide strategic guidance to state teams and oversee the development and tracking of their workplans;
(2) Manage the Delhi-based IFA team consisting of staff at the managerial and associate levels. Oversee the provision of support from the national office to state teams across all program components;
(3) Collaborate with the M&E team to design and implement coverage validation and program monitoring surveys, cost-effectiveness analysis, M&E frameworks, and other M&E activities for the IFA program. Ensure robust data collection and analysis and ensure timely and accurate data inputs and interpretation are provided for reports;
(4) Develop and update IFA program budgets and oversee related contracts. Track program expenditure, commitments, and balance of funds under program budget lines;
(5) Ensure consistent knowledge management is undertaken by IFA team members, including project documentation, minutes of meetings/ calls, and decisions taken;
(6) Hold routine check-in meetings with multiple state teams and carry out field visits to state offices to provide program and technical support, as needed;
(7) Identify human resource needs at the national and state levels and work with the Human Resources team for the recruitment of staff and consultants, as needed.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:
(1) Advanced degree in Medicine, Business, Public Health, Health Management or related fields, with at least eight years of relevant professional experience of progressively increasing responsibility, including at least four years of practical experience in managing and working directly with data;

(2) Demonstrated experience in the day-to-day management of project activities, preferably in the context of scaling nutrition interventions in India;
(3) Demonstrated experience of working with the government in India;
(4) Demonstrated experience in managing a large team across multiple offices.

Skills and Competencies:
(1) Excellent spoken and written English with the ability to synthesize information clearly and produce good quality documents, keeping to tight deadlines;
(2) Strong existing network in the development sector in India;
(3) Strong interpersonal skills and ability to engage with internal and external stakeholders within India and globally;
(4) A critical, analytical, and process-oriented thinker, with a willingness to form and adjust opinions based on evidence;
(5) Exceptional ability to work with minimal supervision, while also proactively communicating relevant progress updates and bottlenecks requiring attention or support from leadership;
(6) A strong problem-solver, identifying solutions to increase the effectiveness and reach of Evidence Action’s IFA program;
(7) An exceptional people leader, empowering staff to take ownership and encouraging a culture of meritocracy;
(8) Strong strategic and analytical capabilities, including comfort using data to continuously measure and improve highly successful and large-scale programming;
(9) Availability and willingness to travel within India for up to 30% of the time.
