Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Approximately one fifth of India’s total population are adolescents age between 10-19 years. Due to gender-based social discrimination, girls are often considered as liability and families choose to invest mostly in their sons and marry daughters before they reach 18 years. It is estimated that two out of five girls are married as a child before reaching legal age of 18 years.

The Government has introduced flagship programmes for their development. The flagship programmes address important issues concerning adolescents like their physical and mental health, education, life skills, sports and leaderships development. These initiatives aim to improve certain indicators for adolescents like anaemia control, reduction of drop-out, access to health services and also to prevent early marriage incidents. Serious consequence of early marriage is teenage pregnancy adversely impacting child and maternal health, nutrition and early childhood development. Besides, there are evidences on prevalent risky behaviours among adolescents. Evidences also clearly indicate that such behaviours and attitudes are due to lack of proper awareness about the harmful consequences of risky behaviours and information about services meant for them under different flagship programme.

The inter-generation dialogues has significant role in adolescent empowerment and effective engagement of influencers will facilitate change in the existing behaviours, attitudes and social norms. “Ending Child Marriage” (ECM) and “Stunting Reduction” are part of the IDA priorities under the current country programme and also has special focus on adolescent empowerment as cross-cutting intervention wherein C4D has a pivotal role to play.

The continuation of the proposed technical support through third party is important for achieving the desired changes and IDAs commitment for child protection and adolescents’ empowerment highlighted above. This will facilitate much needed coordination with the Government counterparts including WCD, SCPC, Health, Education, and Department of Youth and Sports, I&CA, Madrasah Education and Minorities’ Affair. The technical support will contribute to eliminate gender-based discriminations especially faced by the girls and women in terms of education, job opportunities, health and nutrition, protection from violence, abuse and exploitation, etc.

IDA has multi-state partnership with the NGOs to strengthen planning, execution and monitoring social mobilisation and Social and Behaviour Change Communication (SBCC) to achieve results of flagship programmes including Kanyashree Prakalpa, WIFS, SAG, and RKSK in 11 districts across the state.

The C4D Consultant for Adolescent Programme and Child Protection Priorities (CC-APCPP) shall be responsible for providing technical support at the state and in select districts to strengthen the implementation of C4D led Outputs of Child Protection and Education Programmes. The incumbent shall also be responsible for providing support to the government and multi-state partners for cross-cutting SBCC activities for adolescent empowerment and prevention of child marriage.

Key Deliverables:
(1) Facilitate government and multi-state partners’ planning, implementation and monitoring of the SBCC/ IEC activities for adolescent empowerment in government programmes and schemes;
(2) Facilitate the SBCC capacity building of the state and district level service providers for system strengthening in long term;
(3) Support government in planning training of government service providers for effective implementation of child protection and adolescent schemes;
(4) Support in planning, adaptation and training on TARUNYA communication package in the districts;
(5) Facilitate effective engagement of influencers, religious leaders and platforms to change harmful social norms;
(6) Provide technical support in capacity building of adolescents, community members and parents to participate in activities focusing on adolescent priorities;
(7) Development/ adaptation of new tools and products (AVs, manuals, guidelines etc) for adolescent empowerment and Child Protection priorities;
(8) Handholding support for to implement training package, adolescents’ participation tools and guidelines;
Support strengthening SBCC component of Kanyashree Prakalpa at state and districts;
(10) Documentation of human interest stories, good practices and case studies, etc;

(11) Support WCD Department to generate evidence of changes at community level.


(1) Post Graduate Degree in Social Sciences/ Mass Communication/ Journalism;

(1) Minimum five years of relevant experience in the areas of behaviour change communication/ preferably in areas of child protection/ adolescent empowerment;
(2) Experience in programme planning, management and monitoring will be an added advantage;

(3) Experience of working with Government departments and understanding of government systems will be an advantage;
(4) Strong understanding and/or experience of working in the area of Social and Behavior Change Communication (SBCC);
(5) Prior work experience in UN agency and Communication for Development will be preferred;

Skills and Competencies:
(1) High level of writing/ editing and communication skills in English;

(2) Proficient in reading, writing and speaking in Bengali is mandatory;
(3) Computer skills on MS Office;

5. ESTIMATED TRAVEL: Approximately 4 days in a month for achievement of the listed deliverables.


The CC-APCPP shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
