JOB DESCRIPTION
Consultant- Human Resources, National Health Authority (NHA), New Delhi

1. POSITIONS VACANT: Consultant- Human Resources, National Health Authority (NHA), New Delhi

2. ORGANIZATION BACKGROUND:

MoHFW has set up National Health Authority (NHA) to manage PM-JAY and at the state level it will be implemented by State Health Agencies (SHAs), set up for this purpose.

In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/ NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of PM-JAY

Objective of the Assignment:
The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). The Consultant- Human Resources shall support the strengthening of Human resource management for PM-JAY at the national level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant- Human Resources will be responsible for providing support in further formalizing NHA its organizational structure and setting up various divisions, departments and processes as per the recruitment policies and employment exchange procedure of the government of India.

Key Responsibilities:
(1) To support NHA in preparing documents for HR management for creation of posts, framing and amendment of recruitment rules with reference to the guidelines issued by DoPT and UPSC regulations;
(2) Supporting the process being followed and providing guidance wherever necessary also providing guidance to the NHA in promotions, deputations including short term contracts also with direct recruitments;
(3) Formulating policy documents for HR recruitment as per the policies of the government of India on reservations for SC, ST and other backward classes in services;
(4) Support in following procedures on direct recruitment basis and also on deputation (including short term contracts) and those to be forwarded to UPSC;
(5) Supporting NHA for the shortlisting, selection, trainings, development of key HR documents, which may include HR Policy, HR Manuals, Terms of Reference for various positions;
(6) Adequate knowledge and support to be provided for central civil services leave, services conduct, classification, control and appeal rules, along with probation / confirmation of government employees;
(7) Provide support to the designated officers at NHA on any relevant aspects as may be deemed necessary and warranted for meeting the key objectives as cited above;
(8) Working on filing documents such as notings, draftings, drafting of the cabinet notes, along with handling of court cases and replying affidavits;
(9) To undertake other activities such as special recruitment drives, persons with disabilities, ex-servicemen, de-reservation, ACR/ APARs and vigilance matters.


4. QUALIFICATION, SKILLS AND EXPERIENCE:

Qualifications:

Applicant must be a graduate in any discipline from a recognized institute/ university

Experience:
(1) At least 12-15 years of work experience in managing and supporting HR operations of any government organization. Retired officers having the requisite qualifications may also be eligible;
(2) Experience of working in government departments in the field of HR regulations and management.


Skills and Competencies:
(1) Adequate Knowledge of the standard human resources frameworks, guidelines, regulations and techniques followed in Government of India;
(2) Knowledge of commonly used software packages like MS Word, Excel;
(3) Demonstrated ability to work in a multi-disciplinary team

6. COMPENSATION OFFERED:
The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
