1. POSITION(S) VACANT: Consultant- Mental Health and Psychosocial Support (PSS), International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.

PROJECT BACKGROUND:
Mental Health and PSS is important aspect of well-being. It has emerged as one of the key interventions during COVID 19 pandemic. There are a number of hardships faced by migrant population due to lock down, there is increased in violence among women and children, children have experience loss of near and dear ones and many other vulnerabilities have been aggravated in the COVID 19 pandemic situation, frontline workers are over stretched, there is fear of spread of infection etc. Thus, mental health and PSS is required for the children, adolescents (both in and out of childcare institutions, residential care facilities etc), families, frontline workers including AWWs, Teachers, Health functionaries, MTC Counselors and child protection functionaries e.g., Childline, staff of childcare institutions and others. It is becoming one of the essential services and remain to be so in the coming days.

IDA works with Central Institute of Psychiatry (CIP) to strengthen mental health and PSS intervention for children and adolescents in the state by bringing in various experts both in house and external. It is also important to work with health department and RINPAS to bring the specialized counselling services accessible to those who need them from the communities, develop mechanism for community-based psycho-social support for psychological first aid and emotional wellbeing and strengthen referral.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant- Mental Health and PSS will provide support in CIP design, implementation, document community-based MH and PSS program for children, adolescent girls and boys and parents through CSOs and government support.

Key Responsibilities:
(1) Provide technical support in effective implementation of community based MHPSS program for the most vulnerable and hard to reach children and caregivers in consultation with the Supervisors and experts from CIP;
(2) Support capacity building of bare foot counsellors at community level / counsellors/ health/ education functionaries/child protection functionaries and others on MH&PSS;
(3) Co-ordinate and provide technical support to counsellors and volunteers etc to strengthen MH&PSS program;
(4) Work in collaboration with the CIP Nodal Officer and the with IDA, RINPAS, CHILDLINE, Civil Society Organizations (CSOs), Child protection, and Health structures to enhance accessibility to quality MHPSS service for children and adolescents with focus on most vulnerable sections;
(5) Establish database of MHPSS service providers including CSOs, CHILDLINE , DMHP and others who can reach children and families at community level to-

(a) psycho-educate children, parents, teachers, and caregivers;
(b) provide psychosocial first aid and;
(c) link to referral services if and when needed and mobilize them for extending support.
(6) Provide support in developing system for strengthening counselling and other specialized psychiatric services required by children in CCIs or victims of violence/pandemic/disaster at community or CCIs;
(7) Document the progress including the reach and develop case studies from community-based MH&PSS intervention;
(8) Coordinate with CIP and IDA for achievement of agreed activities and implementation plan;
(9) Any child protection related task, as communicated by the Supervisors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicant must have a M.Phil./ Ph.D. in Psychiatric Social Work/ Clinical Psychology/ Psychiatry from esteemed University

Experience:
(1) Minimum four to eight years of relevant work;
(2) Experience of working with government with the program on mental health and PSS;
(3) Experience of working with Mental Health and PSS intervention with children and adolescents and community based mental health and PSS intervention will be preferred.

Skills and Competencies:
(1) Good networking skills;
(2) Experience of working as a trainer;
(3) Ability to work in a team;
(4) Proficient in communication both Hindi and English.

5. NATURE OF ENGAGEMENT:

The C-MH-PSS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

7. LOCATION: Ranchi, Jharkhand

8. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
