2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
IDA has been working with state government, on strengthening child protection systems and structures in Jharkhand. In this regard, Child Protection Program Management Unit (CP PMU) has been set up within Department of Women and Child Development and Social Security. The purpose of the CP PMU is to strengthen implementation of government flagship program Child Protection Services, support government to regularly monitor and provide technical support and follow up to strengthen child protection services and system and effective implementation of the core child protection legislations.

The CP-PMU will also support in strengthening the child protection infrastructure and establish linkages and co-ordination with other departments like labour, education, rural development, education, PRI, disaster management, JSLPS, Skill Development etc specifically for better implementation of CPS.

The CP-PMU will also provide support to the government in designing and approval of new schemes, guidelines, SOPs, provide support in implementation, review, supportive supervision and suggest amendments to enhance its efficacy.

The CP-PMU will also support increase budget efficacy for child protection program. The CP-PMU will also act as the technical helpdesk on CP. The focus has been developing the capacities of the key duty bearers by not only focusing on skill development but also having necessary guidelines, SOPs etc in place.

To support smooth functioning of the CP-PMU and also to fulfil the mandate, technically well qualified professionals with adequate and relevant work experience will be engaged in the CP PMU.

Alternative Care is one of the important areas of work on child protection in the state. IDA in Jharkhand has been working with state government, statutory bodies and NGOs to develop the capacities of the key duty bearers for strengthening family based care programs, family strengthening, family based care programs, introducing expedite case management, strengthening monitoring mechanism for standard of care and protection for children in CCIs, enhancing counselling services etc. These area of support needs to be further enhanced. In this backdrop, technical assistance is provided to contribute to strengthening of alternative care with focus on family-based care with concerned departments for better planning, implementation and review of the sponsorship and foster care guidelines and implementation of the family strengthening component of ICPS.

PURPOSE OF ASSIGNMENT
The purpose of this assignment is to work on strategies to enhance family-based care interventions including sponsorship, foster care and aftercare. To support department and JSCPS to devise mechanisms for strengthening implementation of the state guidelines and monitoring of provision under JJ Act and State Rules and maintaining real time data base, provide evidence based solutions to develop a sustainable system of alternative care with focus on family based care by working at state level and provide specific support to districts which needs to improve their performance.

In this backdrop, technical assistance is provided to DWCD&SS to contribute to alternative care with focus on family-based care with concerned departments/ agencies for better planning, implementation and review of the sponsorship and foster care guidelines, implementation of the family strengthening component of ICPS and initiate work on aftercare. The consultant will also support in strengthening standards of care and deinstitutionalization. During COVID context, the most important aspect is support DWCD to devise a mechanism for rolling out expedite case management system, provide support to the state for reaching out and monitoring /tracking children who have been affected by COVID (lost one or both parents, restored in family from CCI etc.) and linked with child protection mechanism and schemes.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant, Alternative Care (CAC) shall be responsible for providing support to government, strengthen mechanism to improve standard of care and protection of children in CCIs and monitor the compliance of standards of care and prevention of violence in childcare institutions on regular basis and activate state and district inspection committees.

Key Deliverables:
(1) Strengthen data management system on the status of family-based care program implementation in the state and work with DWCD, JSCPS and DCPU to improve coverage;
(2) Develop a strategy and support roll out of expedite case management system, support DCPU establish a follow up mechanism for children placed under sponsorship and foster care and support family strengthening component of sponsorship program for children who have been restored in families during COVID or who have lost parents during the pandemic;
(3) Provide support to DCWD and facilitate notification of aftercare guidelines and roll out of aftercare program;
(4) Provide support to DWCD&SS to develop strengthen monitoring mechanism for quick actions to maintain and improve standard of care and protection of children in CCIs, ensure compliance of recommendations and other interventions for improving standards of care and prevention of violence in childcare institutions and promotion of deinstitutionalization. Re-activate use of CP MIS by the institutions, analysis the trend, the issues reflected, work out a plan to address the issues.
(5) In case of emergency, there may be emergency deployment.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
(1) Applicants must have Postgraduate degree in Social Work/ Rural Development / Arts from reputed university;

Experience
(1) Minimum eight years of experience, of which five years of experience in child protection.
(2) Experience in the field of alternative care, family-based care and case management will be preferable.
(3) Experience of working with government will be preferable

Skills and Competencies:
(1) Good liaising skills, training skills & ability to work in team;
(2) Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs;
(3) Proficient in English and Hindi;


5. ESTIMATED TRAVEL: Approximately four days in a month for the achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The CAC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION, DSA:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
