2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
Children from the most vulnerable families are prone to child trafficking, child labour and child marriage. COVID 19 has increased the vulnerabilities by pushing the families further on the margins. The economic impact on the families have made women and children more prone to violence and exploitation. Strong, aware, child sensitive, vigilant and supportive communities will so a far way to prevent children from violence, abuse and exploitation. This is possible by strengthening community-based child protection mechanisms as envisaged in child protection scheme. PRI and SHGs can play a significant role in this. IDA has entered into partnership with Department of Rural Development, PRI and JSLPS for strengthening the existing mechanisms to reach out to the most vulnerable families with children including families in hard to reach areas to be able to increase awareness which will help them keep their children safe in the villages/families. It will also lead to strengthening community mechanism in which children and adolescents are protected and families are supported to take care of their children. The aim is in a long run to create protective environment for children and adolescents with active involvement of SHGs and PRIs.

PURPOSE OF ASSIGNMENT:
The purpose of the assignment to work towards developing a protective environment for children and adolescents in the COVID context by sensitizing, capacitating and mobilizing community based organization and structures like Panchayati Raj Institution, women self-help groups, village and block child protection committees and there linkages with structures for promoting protection and wellbeing of vulnerable children and families thus reducing their vulnerabilities by linking them with government scheme, SHGs, income generation schemes, sponsorships, fostercare etc.

The post holder shall also work with department of rural development, Directorate of PRI and JSLPS and initiate devising a mechanism where PRI members and JSLPS structure can contribute effectively in creating protective environment for children and adolescents.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant, Child Protection (CCP) shall be responsible for providing technical support to Department of Panchayat, Rural Development and JSLPS to increase capacity of the frontline workers, other functionaries, and master trainers on child protection issues with focus on strengthening community-based child protection mechanism, prevention of violence against children, gender based violence, child marriage, trafficking and child labour and parenting in context of COVID 19.

Key Deliverables:
(1) Work closely with JSLPS and support capacitating and mobilizing resource groups and community-based platforms for social actions and changing harmful social norms like child marriage, child trafficking, child labour and violence against children;

(2) Plan and support implementation of training for the JSLPS cader on parenting and prevention and response to gender-based violence and strengthening CPCs;
(3) Develop capacity development plan for the PRI representatives including those who are associated with CPCs and support in its implementation, documentation and monitoring;
(4) Develop a plan to integrate child protection related indicators in GPDP and other available plans/ programs/ platforms with PRI department;
(5) Support implementation on joint program between IDA, Department of PRI and JSLPS on creating community-based protection mechanism also including hard to reach areas and co-ordinate with other concerned agencies/wings of the Department of Rural Development on child protection and with Department of Women and Child Development for necessary support;
(6) Any other task related on child protection as communicated by Supervisors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
(1) Applicants must have postgraduate/ master’s degree in social work/ Social Sciences or PGDRD/ Arts (full time course) from reputed university;

Experience
(1) Minimum six years of experience, of which four years of experience in child protection.
(2) Experience of working with government in the relevant field will be preferable.

Skills and Competencies:
(1) Good communication, presentation and training skills;
(2) Proficient in English and Hindi;

5. NATURE OF ENGAGEMENT:

The CCP shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION, DSA:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
