Consultant, Child Protection in Emergencies (CPiE) and Child Protection M&E (CCPME), International Development Agency, Ranchi, Jharkhand

1. POSITION VACANT: Consultant, Child Protection in Emergencies (CPiE) and Child Protection M&E (CCPME), International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
IDA in Jharkhand has been working with state government, on strengthening child protection systems and structures. Moving another step forward in this direction, CP PMU has been set up within Department of Women and Child Development and Social Security. The purpose of the Child Protection Program Management Unit is to strengthen implementation of government flagship program Child Protection Services, support government to regularly monitor and provide technical support and follow up to strengthen child protection services and system and effective implementation of the core child protection Legislations. The CP-PMU will also support in strengthening the child protection infrastructure and establish linkages and co-ordination with other departments like labour, education, rural development, education, PRI, disaster management, JSLPS, Skill Development etc specifically for better implementation of CPS and strengthen child protection data management system. The CPPMU will provide support to the government in designing and approval of new schemes, guidelines, SOPs; support in its implementation, review, supportive supervision and suggest amendments to enhance its efficacy. The CP Program Management Unit will also support increase budget efficacy for child protection program. The CP-PMU will also act as the technical helpdesk on CP.

COVID 19 has highlighted the importance of child protection emergency preparedness. It is thus important to help conduct hazard assessments in CCIs and increase the capacities of district child protection Units and CCIs on developing emergency preparedness plans and preparedness actions.

Data management systems help understand the field reality, measure progress, access challenges and take corrective actions based on the analysis. There are multiple data management systems in the state. It is important to devise a mechanism to avoid duplication, use the data for improving programmatic design and interventions and report progress. The CP PMU will also support DWCD and Directorate ICPS to provide real time data on progress against key child protection indicators by strengthening use of CP MIS and other portals mandated by GoI and make recommendation and provide technical; support to highlight areas which are working well and those which needs attention.

PURPOSE OF ASSIGNMENT:

The purpose of the assignment is to support Jharkhand State Child Protection Society to develop capacities on emergency preparedness and work towards developing a strong and functional child protection data management system in Jharkhand which is used to influence policies and actions to strengthen child protection services and structures.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Director ICPS, IDA Jharkhand. S/he will provide support to improve capacities of District Child Protection Unit and JSCPS on emergency preparedness and response with focus on CP interventions.

The consultant will also be providing technical support to streamline child protection data management system and use data to inform policy, program design and interventions.

Key Deliverables:

(1) Facilitate conducting hazard assessment of CCIs and support initiation of state level action to address high risk areas;
(2) Develop/adapt modules on child protection in emergencies for child protection functionaries in Hindi and capacity development program for CP functionaries organised;
(3) Collaborate with DWCD and JSCPS to streamline data management system, analysis of report, present key highlights from analysis on a monthly basis, share key actions/red flags for the departments to strengthen implementation of child protection legislations and Child Protection Services and extend support and take actions to keep CP MIS functional;
(4) Submit quality monthly progress report and plan (travel plan) every month; Submit including field trip report within fifteen days of completion of travel;

(5) Any other task related on child protection as communicated by Supervisors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicant must have a Postgraduate/master’s degree in social work/ Social Sciences/disaster management/Statistics or PGDRD/Arts (full time course) from reputed and recognised university.


Experience:
(1) Minimum  8-10 years with five years and more of experience in child protection;

(2) Experience in field child protection data management system and/CPiE will be preferable;
(3) Experience of working with government will be preferable.

Skills and Competencies:

(1) Good data analysis, communication & training skills;
(2) Demonstrate competence in a variety of computer applications, including database, 
spreadsheet and word processing programs;
(3)
Proficient in Hindi and English;

5. ESTIMATED TRAVEL: Approximately 10 days in a month for achievement of the listed deliverables

6. NATURE OF ENGAGEMENT:
The Consultant, CPiE and CP M&E shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
