1. POSITION VACANT: Consultant- Ending Violence Against Children (EVAC), Ending Child Marriage (ECM) and Anti-Trafficking (CEEAT-CP), International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
Children from the most vulnerable families are prone to child trafficking, child labour and child marriage. COVID 19 has increased the vulnerabilities by pushing the families further on the margins. The economic impact on the families have made women and children more prone to violence and exploitation. It is important to strengthen preventive community-based child protection mechanism and strengthen monitoring mechanism at village, panchayat, block, district and state level. Liaising with various departments like health, police, DWCD, legal services authority etc to create child friendly structures and provisions, capacity building etc to support ending child marriage, violence against children, child trafficking and gender based violence is also critical. The CP PMU has been established to support DWCD&SS to strengthen implementation of government flagship program Child Protection Services, support government to regularly monitor and provide technical support and follow up to strengthen child protection services and system and effective implementation of the core child protection legislations including JJ Act, POCSO Act, CMPA, ITPA, CLAA etc.

PURPOSE OF ASSIGNMENT:

The purpose of the assignment is to support DWCD&SS in planning, implementation and monitoring of programs and schemes aimed at protection of children from violence including gender-based violence, sexual abuse/violence, child marriage and child trafficking. The focus will be on strengthening prevention and developing child friendly response mechanism through influencing and technical support. The assignment will contribute towards supporting DWCD&SS and JSCPS to map the existing status and develop a plan for strengthening create child friendly structures in the state as envisaged in various legislations in coordination with other departments.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Director ICPS, IDA Jharkhand. S/he will provide technical support to DWCD&SS in comprehensively addressing issues of violence against children, child marriage and child trafficking and contribute effectively to strengthen preventive and response mechanism and structures in the state.

Key Deliverables:

(1) Support DWCD&SS to activate and strengthen child protection committees at village, block and district level and support developing tracking mechanism at state level/district;
(2) Support
DWCD&SS and JSCPS in designing and monitoring of interventions related to ending violence against children, anti-trafficking, ending child marriage and gender-based discrimination;
(3) Support state level coordination mechanisms/platforms on EVAC, ECM and anti-trafficking and provide technical support for agenda setting for Ending Violence Against Children (EVAC) and implementation of JJ Act and POCSO with focus on strengthening support persons cader and other CP services for addressing violence against children/gender based violence in the context of COVID;
(4) Any other task related on child protection as communicated by Supervisor.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicant must have a Postgraduate/master’s degree in social work/ Social Sciences or PGDRD/Arts (full time course) from reputed and recognised university.

Experience:
(1) Minimum seven years or more of experience in development sector with minimum five years of experience in the field of child protection;
(2) Experience of working with government will be preferable.

Skills and Competencies:
(1) Good communication, presentation and training skills;
(2) Proficient in Hindi and English.

6. NATURE OF ENGAGEMENT:

The Consultant EVAC, ECM and Anti-Trafficking shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
