The Foundation for Innovative New Diagnostics (FIND), is established in India as an independent, non-profit, created under Section 8 (Indian) Companies Act, 2013, with its office in New Delhi. FIND India is the key implementing partner of Central TB Division, Ministry of Health & Family Welfare, Government of India, for strengthening and expanding TB laboratory diagnostic capacity under the National Tuberculosis Elimination Program (NTEP) with the support of the Global Fund.


FIND India is a subsidiary of FIND, an international non-profit organization based in Geneva, Switzerland. The organization is dedicated to activities that result in: 1) new diagnostic tools; 2) expanded access to these tools; and 3) strengthened diagnostic testing capacity for poverty-related diseases in low-and middle-income countries.


FIND India is a Principal Recipient (PR) of the international donor, Global Fund, “Strengthening sustainable laboratory diagnostic network of NTEP and improving universal access to TB services for patients engaged with the private sector”.


FIND India is supporting the NTEP lab network through continued sustenance of service delivery and expansion of NTEP’s diagnostic capacity for Drug Resistant-TB through development of 20 new C-DST labs, operationalisation of genome sequencing equipment and scaling up of the LIMS to all C-DST labs.


Additionally, FIND India is also implementing activities under “Joint Effort for Elimination of Tuberculosis” (JEET) project, with an aim to partner with the private sector in various states of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients.


FIND’s vision is a world where diagnosis guides the way to health for all people. The FIND team is devoted to driving the development, evaluation, validation, and implementation of innovative diagnostic solutions that can have a high impact on patient care and disease control in resource constrained settings. The disease areas include tuberculosis, fevers, viral hepatitis, anti-microbial resistance, and NTDs.


FIND is a WHO collaborating center on diagnostics and plays a key catalytic role to ensure that global laboratory networks are prepared for the introduction of new technologies.

The Medical Officer shall be responsible for the managing, monitoring and implementing the on-going Global Fund project and provide strategic and technical leadership to the project.


Key Responsibilities:
(1) Provide strategic and technical leadership to the project; Deploy innovative and adaptive project implementation that activates stakeholders while effectively meeting donor deliverables;

(2) Ensure project activities are efficiently implemented on schedule and within budget; Responsively adapting to changes and lessons learned throughout implementation;

(3) Oversee program budget, financial management, and compliance;

(4) Oversee monitoring, evaluation, and reporting of program activities; Facilitate learning across activities and amongst key stakeholders;  

(5) Lead and supervise the JEET project team at the National level;

(6) Ensure coordination between the national team and the contracted organisations (Sub-Recipients) and provide necessary oversight to the SRs;

(7) Represent FIND and support its organizational development;     

(8) Identify opportunities and contribute to proposal development and submission in a timely manner in coordination with all relevant stakeholders both within FIND and outside;

(9) Collaborate with FIND teams to develop effective communication strategies and a resource mobilization plan;

(10) Coordinate with Central TB Division, donor and partners for strengthening implementation of the projects;

(11) Identify research topics within and outside the project and lead/ undertake implementation research on these;

(12) Liaise and maintain close and effective collaboration with senior officials from the Government of India, particularly the Ministry of Health and Family Welfare (MoHFW), Central TB Division (CTD), State TB Cell, the donor agency (Global Fund) as well as other international agencies, private sector, civil society, professional associations as required;

(13) Coordinate with regional teams and identified nodal officers for various project activities;

(14) Support existing NTEP TB Labs optimising their functioning for sustained service delivery in addition to supporting the expansion of TB diagnostic capacity in coordination with the program;

(15) Communicate FIND’s achievements through publications and scientific presentations

(16) Write and support the writing of publications and scientific presentations (incl. travel for presentations);

(17) Other duties, as assigned.




Applicant must be an MBBS preferably with an MPH/ MD in Public health, infectious diseases or equivalent.


(1) Minimum 10 years’ experience of working in public health programmes including designing and managing programs/ projects at the national/ regional/ state level with atleast three years at senor management level;

(2) Experience of working in TB control programme/ projects, grant writing and research publications will be an advantage;

(3) Experience of working with key institutional/ multi-lateral donors is a must.


Skills and Competencies

(1) High level of knowledge and experience across levels in health systems strengthening, community engagement, cultivating and managing relationships with senior leadership in the national and state governments and other developmental partners; 

(2) Substantial and diverse experience in all facets of documentation and public information;

(3) Ability to act as a team player with strong interpersonal and communication skills;

(4) Experience of resource mobilization including identifying grant opportunities and developing technical proposals diseases, outbreaks, diagnostics and related public health areas;

(5) Ability to build productive partnerships with various stakeholders;

(6) Proficiency in MS Office Software package, data management softwares (e.g. SPSS, R, etc.) including good presentation skills;

(7) Good communication skills- written and oral;

(8) Ability to build relationships at multiple levels;

(9) High level of integrity and honesty;

(10) Communicates with impact;

(11) Ability to work without close supervision, as well as to work under pressure and meet tight timelines on a result-oriented basis;

(12) Ability and willingness to travel extensively (30%), based on the needs of the job;

(13) Leadership skills to supervise team; Work well in teams of multi-cultural backgrounds; Effective communication.

(14) Superior problem-solving skills;

(15) Preferably having experience with application of new age technologies like next gen sequencing to infectious diseases




The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.


7. LOCATION: FIND India Office, New Delhi.




The successful candidate shall be issued an employment contract from the date of joining till March 31, 2021, and shall be renewable subject to satisfactory performance, project extension and fund availability.
