About the Project (M-Rite COVID 19 Vaccination Project)

Under a USAID grant, JSI has been mandated to provide technical assistance to the Government of India and State governments of select states to identify challenges and facilitate feasible solutions to address them to rapidly ramp up COVID-19 vaccination in the country, aligned with the prevalent Government of India policy. John Snow India Pvt Ltd (JSIPL) will be the lead partner to aggregate, coordinate, and support the National and State Governments with the technical assistance required to facilitate the scale-up of COVID-19 vaccination in the population, supported by several sub-partners. The interventions will support demand and supply-side acceleration at the national, state, and sub-state levels. The technical assistance areas will be flexible and depend upon the needs expressed by the national and respective state governments and include but are not limited to supply chain, digital health, technology support, last-mile delivery, micro-planning, demand generation, data analysis, workforce expansion, and other areas.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
JSIPL is urgently looking for Monitoring and Evaluation Officers (MEO). Working under the supervision of the State Project Manager (SPM) and Monitoring, Evaluation, Research and Learning (MERL) Lead, based at New Delhi, the MEO shall be responsible for collating, analysing and reporting all data relating to COVID-19 vaccination in the state s/he has been allotted to.

The MEO shall develop the state level M&E framework, encompassing data processes like data collection and data flow, performing data analysis on all information collated, including outcome and impact indicators and developing and managing the key project dashboard for program management. S/he shall also be responsible for providing insights by interpreting and presenting actionable information from primary and/or secondary data, for guiding program strategies and contribute towards developing effective M&E tools, to support the program team in comprehensive reviews and data analysis.

The MEO will perform the following duties and responsibilities, under the supervision of the SPM and MERL Lead.

Key Roles and Responsibilities:
(1) Scope, acquire, analyse, interpret and present, actionable information from primary and/or secondary data sources for guiding the M-RITE COVID-19 Vaccination Project;

(2) Develop and manage the M&E framework and comprehensive data plan, to monitor the planning, management and implementation of M-RITE COVID-19 Vaccination Project activities, in the allotted state;
(3) Provide technical guidance for the implementation of the M&E plan and facilitate review of progress on a regular basis, as well as support problem solving, through necessary actions;
(4) Develop a suite of M&E tools to capture and store quantitative and qualitative data for internal assessment, and for the purposes of enhancing program results and outcomes;
(5) Review the quality of existing data sources, methods of collecting data and the degree to which they provide robust information for ongoing monitoring and evaluation purposes;
(6) Establish and adapt to new M&E systems and processes that enable the state and national JSIPL teams to develop evidence-based strategies for program management;
(7) Support the development of M&E dashboards and orient the state in their use for interpreting data;
(8) Provide support and build the capacity of the state in using the dashboard and other M&E tools and techniques;
(9) A critical role of the incumbent shall be to oversee M&E related activities, and review progress reports and data analysis reports of implementing NGOs, who are key stakeholders in the project. The role shall include guidance and capacity building of NGOs to enable them to develop good M&E frameworks and report indicators, as required for the project;
(10) Prepare and present periodic program progress reports, and other documentation, as necessary, for various stakeholders, such as the State Immunization Division, technical partners, NGOs, and cooperating partners;
(11) Support the State Immunization Division in developing an action plan for the monitoring and review of COVID-19 vaccination in the state.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:

(1) Post Graduate qualification in Statistics, Computer Applications, Health Management, Social Work, or other relevant field;
(2) At least eight years of progressive work experience in public health,  preferably in immunization, including five years of experience in monitoring and evaluation;
(3) Experience in collaborating with multiple stakeholders and partners;
(4) Experience of collecting, evaluating, and/or analysing routine immunization data, or other relevant public health data;
(5) Experience in conducting data quality assessment evaluations and/or training;
(6) Knowledge of public health issues, immunization programs, and M&E. Knowledge and experience in supply chain management, will be a plus.

Skills and Competencies:

(1) Proficiency in spoken and written English, Hindi and the regional language of the allotted state;
(2) Relevant computer skills related to the job profile.

5. COMPENSATION OFFERED:
