2. ORGANIZATION BACKGROUND:
The Foundation for Innovative New Diagnostics (FIND), is established in India as an independent, non-profit, created under Section 8 (Indian) Companies Act, 2013, with its office in New Delhi. FIND India is the key implementing partner of Central TB Division, Ministry of Health & Family Welfare, Government of India, for strengthening and expanding TB laboratory diagnostic capacity under the National Tuberculosis Elimination Program (NTEP) with the support of the Global Fund.

FIND India, the global alliance for diagnostics, seeks to ensure equitable access to reliable diagnosis around the world. FIND connects countries and communities, funders, decisionmakers, healthcare providers and developers to spur diagnostic innovation and make testing an integral part of sustainable, resilient health systems. FIND is working to save One million lives through accessible, quality diagnosis, and save US$1 billion in healthcare costs to patients and health systems. FIND is a co-convener of the Access to COVID-19 Tools (ACT) Accelerator diagnostics pillar, and a World Health Organization (WHO) Collaborating Centre for Laboratory Strengthening and Diagnostic Technology Evaluation.

PROJECT BACKGROUND:

Drug-resistant tuberculosis (DR-TB) continues to be a public health threat to achieving the global TB elimination goals. Worldwide in 2019, close to half a million people developed multi-drug resistant (MDR) TB with India bearing ~27% of this global burden. The recent national anti-TB Drug Resistance Survey conducted in India estimates that there are close to ~130,000 MDR-TB cases annually, of which only half are diagnosed and notified with the remaining being missed. In India, more than half of the drug sensitive TB patients are managed in the private sector and a significant proportion of them prefer to receive care in the private sector despite availability of public sector services. The National TB Elimination Programme (NTEP) endeavours to provide Universal Drug Susceptibility Testing (UDST) to all TB patients through the rapid scale up of automated Nucleic Acid Amplification Tests (NAAT) and second line LPA (Line Probe Assay) the number of DR-TB cases diagnosed will increase significantly. While the NTEP is expanding the number of treatment centres in the public sector to decentralize the services these may still be insufficient to manage the increasing volume of patients. There is a potential risk that the treatment initiation will be delayed and the follow up may be sub-optimal causing poor treatment outcomes. The factors stated above, highlight the need for identifying and strengthening DR-TB centers in private healthcare facilities to augment the disease management capacity since public sector may not be able to cater to all the patients.

OBJECTIVE:
FIND India proposes to plan and implement an innovative project for facilitating NTEP engagement and establishment of DR TB centres in eligible private sector health facilities in four (4) major states of India including Uttar Pradesh, Bihar, Telangana, and West Bengal. Once setup, the identified DR-TB centres are expected to cater to DR-TB patients seeking care at the hospital, as well as serve as a “hub” for patients from other private health facilities in proximity. This project will strive to bridge existing access gaps in alignment with the overall framework of the Partnership Guidelines of NTEP and ensure quality care to DR-TB patients seeking treatment in the private sector in Uttar Pradesh, Bihar, Telangana, and West Bengal.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The State Lead (SL) will directly report to Project Manager at FIND India and closely work with FIND India project team, State NTEPs and other stakeholders to lead implementation of all activities under the project.

Key Responsibilities:
(1) Identify the potential DR-TB centres to be established in private sectors;

(2) Sensitize the interested private sector facilities to serve as “hub” and “spoke”;
(3) Liaise with the private providers and the State and district TB teams for formalising the MoUs for private DR-TB centres;
(4) Map available rapid DST and treatment public sector services in the selected districts, in consultation with the district TB officials;
(5) Lead and manage the implementation of the project activities as per the guidelines and action plan;
(6) Develop field level strategies and processes in alignment with overall project objectives with an initiative geared towards operational excellence;
(7) Facilitate provision of drugs and diagnostics through the NTEP;
(8) Facilitate training of identified healthcare providers on DR TB diagnosis and management as per NTEP guidelines;
(9) Prepare work plan, budget forecast and management of budget allocation as per the project activities and guidelines;
(10) Facilitate in monitoring and periodic review of partnerships with different stakeholders;
(11) Monitor the performance of the private DR-TB centres;
(12) Monitor and supporting the treatment coordinators;
(13) Submit reports and participate in national/state level reviews periodically as per project requirement;
(14) Coordinate and support State/ District officials in addressing service delivery issues;
(15) Ensure submission of periodical reports (programmatic and financial) as per organization requirements and donor specifications;
(16) Ensure confidentiality and security of the program data and information;
(17) Support the Project Manager in transition of project activities to the NTEP;
(18) Any other tasks assigned by FIND India, time to time.

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Applicant must be an MSW/ MA Social Work/ MPH/ MBA/ MHA.

Experience:

(1) Minimum five years’ experience of working in public health and field implementation and experience of working in National / State public health projects (e.g., TB, Malaria, HIV/AIDS, Integrated Disease Surveillance Programs, etc);
(2) Experience of working with projects engaging private sector will be an advantage;
(3) Experience of working with NTEP at the state and district level will be an advantage.

Skills and Competencies

(1) Proven ability to work in a public health setup with decision-makers;
(2) Ability to coordinate with internal & external stake holders and on-site teams;
(3) Demonstrated ability to coordinate between multiple sites and ensure strict adherence to project targets and mandates;
(4) Should have good communications skills and be proficient in basic computer applications like Word, Excel, and Power Point;
(5) Ability and willingness to travel extensively (50%), based on the needs of the job;
(6) Good interpersonal skills, able to work as part of a team;

6. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

8. CONTRACT TYPE AND PERIOD:

The successful candidate shall be issued an employment contract for the duration of eight months from the date of joining and shall be renewable subject to satisfactory performance, project extension and fund availability.
