Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


IDA in Delhi has to facilitate timely delivery of healthcare services to all the pregnant women, lactating mothers and children, web-based name-based tracking system called Mother & Child Tracking System (MCTS) was introduced across all the States & UTs to provide ready reference about the status of services/vaccination delivered to pregnant women and children. MoHFW has rolled out an upgraded version of MCTS, called RCH Portal which is designed for early identification and tracking of the individual beneficiary throughout the reproductive lifecycle and promote, monitor and support the reproductive, maternal, newborn and child health (RMNCH) schemes/program delivery and reporting. MCTS/RCH portal is capturing data of beneficiaries, which also used by multiple applications like ANMOL, MCTFC, Kilkari and Mobile Academy and RBSK etc.

RCH portal has been so far implemented in 33 States / UTs and remaining 3 States (Gujarat, Rajasthan & Tamil Nadu) are using their State based application. Total 19.07 cr. pregnant women and 16.36 cr. children are registered in MCTS / RCH portal as on October 2020.RCH portal is playing a vital role in key decision making and monitoring the implementation of health schemes in the country. RCH portal has helped Health worker is planning for service delivery and identification of beneficiary due for Antennal Check-up, Post Natal Check-up and Immunization Services. It helps in identification of high-risk pregnant women and tracking of health conditions and assistance during the delivery of Pregnant Women. Data of children’s immunization requirement is also helping Health Worker in generation of work plan for delivery of immunization service. This initiative will have positive impact in improving the healthcare service delivery in the country. Subsequent to MCTS and RCH, MoHFW with the support of IDA had conceptualized and designed ANMOL application stands for ANM online, an android-based application for the ANMs.

ANMOL works both online and offline mode which becomes repository of all data pertaining to the sub-center and enable ANM to have complete information about the beneficiaries in their local storage and will generate all possible reports in offline mode. The non-availability of internet connectivity would not hamper ANMOL being an effective job-aid for their work activities. ANMOL designed to work in tandem with the RCH application. The RCH application would continue to be the platform for maintain the masters – state master, district master, block master, Facility Master, Health Provider Master, Shifting Module for sub-centers and features concerning ANM transfers. ANMOL work as an effective job-aid for ANMs. ANMOL have features like capture of ADHAR information and capturing photographs for better identification. ANMOL designed to increase the number of real time data entry points from block level operators to field level workers.


The purpose of the assignment is to improve the quality of data and to ensure near real time data entry ANMOL application designed for the ANMs. The vision of ANMOL was to empower the ANM making them the real custodians of the data entered and generated by them. The application was to provide an effective job-aid and a handy repository of knowledge that will help them in going through their daily activities.

ANMOL would ensure the ANM to enter data in near real time and thus lessen down their workload of maintain multiple data postings. ANMOL application has already been scaled up in 12 States and the process for new contract is being initiated to assist Ministry of Health in smooth implementation and roll out of ANMOL application in additional States.

Reporting to Director Statistics Division, MoHFW. S/he will provide support to meet MoHFW objectives and ensure seamless and effective rollout of ANMOL Application service across the user community, IDA is looking to hire a Medical consultant for the Ministry of Health and Family Welfare who can effectively ensure smooth roll out of ANMOL across the states (as decided by MoHFW) along with maintain the quality of data received and its synchronization with existing data sources. ANMOL Coordinator would act as a focal point for all stakeholders in process of ANMOL Roll out i.e. MoHFW, State Govt, and CLIENT & Application Development Agency for all support issues of ANMOL and RCH Dashboard. ANMOL Coordinator would work cohesively with MoHFW and CLIENT to support and maintain ANMOL application through following.

Key Deliverables:
(1) Provided technical support link with different sections in ministry related to RCH data and ANMOL. Reviews high quality dashboards, feedbacks and reports on time for the program;
(2) Technical input to Development Agency & IT Team for ANMOL tablet application development and Review the generation of RCH dashboard for timeliness, accuracy and completeness;
(3) Support program staff on ways to properly document, organize and capture program progress. Review the process of synchronization of ANMOL Application with various existing RCH data sources like MCTS, HMIS, Integrated RCH register and others;
(4) Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities. Data triangulation between different data sources and optimal synchronization of the RCH dashboard. Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of the projects;

(5) Review and analyze weekly/ monthly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting. Revise tools and data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals. Develop and implement a research agenda;

(6) Keep abreast of developments in program changes and progress in order to advise and recommend tools and strategies to increase program performances and results;

(7) Perform field visits for Periodic verification of ANM performance dashboard on sample basis;

(8) Assess organizational and performance gaps within the different programs and report on corrective actions needed. Review the performance of existing management information systems to help identify potential modifications or resources. Identify strengths and weaknesses in existing data collection and management systems and propose solutions;

(9) Train program teams to use data collection tools and techniques, including ongoing mentoring and support;

(5) May perform other job-related responsibilities as assigned by the any of the supervisors.



Applicant must have a Master’s degree in Medical Sciences / Preventive Medicine/ Public Health / Health Management/ Statistics /Population Science / Demography from reputed and recognised university.

(1) Minimum 3-5 years of experience working in the health Sector, preferably in maternal, newborn, child health;

(2) Experience at national and the state level in supporting quality assurance of MNCH health program implementation is essential.

Skills and Competencies:

(1) Good analytical skills for Data interpretation, with Competency in MS Office including MS Word, Excel, PowerPoint, Internet mandatory;
(2) Strong interpersonal relations, communication and team-work skills;
(3) Programme management, Program review capacity building and supervisory support experience;

(4) Knowledge and proficiency in report writing in English is mandatory;

(5) Willingness to provide a substantial amount of his/her time to travel to states for program support.

5. ESTIMATED TRAVEL: Approximately 15 days in a month for achievement of the listed deliverables


The Health Consultant- ANMOL (HC-A) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
