About the Project (M-Rite COVID 19 Vaccination Project)

Under a USAID grant, JSI has been mandated to provide technical assistance to the Government of India and State governments of select states to identify challenges and facilitate feasible solutions to address them to rapidly ramp up COVID-19 vaccination in the country, aligned with the prevalent Government of India policy. John Snow India Pvt Ltd (JSIPL) will be the lead partner to aggregate, coordinate, and support the National and State Governments with the technical assistance required to facilitate the scale-up of COVID-19 vaccination in the population, supported by several sub-partners. The interventions will support demand and supply-side acceleration at the national, state, and sub-state levels. The technical assistance areas will be flexible and depend upon the needs expressed by the national and respective state governments and include but are not limited to supply chain, digital health, technology support, last-mile delivery, micro-planning, demand generation, data analysis, workforce expansion, and other areas.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

JSIPL is urgently looking for a Regional Manager (RM) to develop, coordinate and operationaliz activities to ramp-up the COVID-19 vaccination project in Maharashtra. 

The RM shall supervise and provide technical and operational oversight to the State Project Manager (SPM), with responsibility to ensure that activities at state level are implemented according to the plan in a timely and quality manner in their allotted states. The RM shall also collate and devise a comprehensive M&E plans for data collection, management, and analysis; building the capacity of both project and government staff to improve data quality, research, and use for decision making. S/he will also liaise with state governments, private sector entities and other actors in the states under his/ her purview to develop partnerships and alliances to advance the objectives of the project. The incumbents shall report to the State Support Lead based at New Delhi and perform the following duties and responsibilities.

Key Roles and Responsibilities:
(1) Oversee the support being provided to the state government in developing an action plan for demand generation, effective vaccine delivery, social mobilization, vaccine logistics management, and other activities for accelerating COVID-19 vaccine uptake;
(2) Provide support to SPM in coordination with the State Government, in planning, developing, and implementing new and innovative strategies and approaches to accelerate and support the COVID-19 vaccination;
(3) Establish and maintain collaborative working relationships with government counterparts – SEPIOs, DIO, Civil surgeons, Immunization Division of the State, and other relevant stakeholders, including technical partners, NGOs, and cooperating partners;
(4) Coordinate and facilitate the regular involvement of NGO partners and stakeholders, building on their expertise to streamline the vaccination process;
(5) Extend support and supervision to concerned SPM for coordinating with and maintaining active communication and collaboration with concerned state officials. The RM shall report state-wise progress, challenges, and anticipated bottlenecks and propose feasible solutions to address prevalent challenges for the effective implementation of COVID-19 vaccination in the states allotted;
(6) Support allotted states in designing and implementing a communication, awareness creation and demand generation strategy for COVID-19 vaccination;
(7) Supervise activities of the partner NGOs in the allotted states for the specific intervention; Oversee and plan the capacity building activities, undertake routine monitoring visits and provide supportive supervision of the key project activities;
(8) Establish and maintain highly collaborative working relationships with the project’s donor, Government counterparts viz. SEPIO, DIO, Civil Surgeons, Immunization Division of the State, and other relevant stakeholders, including technical partners, NGOs, and cooperating partners;
(9) Collate work plans, quarterly and annual reports, M&E reports and financial reports of the allotted states, ensuring timeliness and quality prior to their submission to the State Support Lead;
(10) Supervise the project activities in the assigned region and review financial allocation, expenditures and settlement, as per procedures laid down by JSIPL;
(11) Ensure feedback on performance, quality improvement and build capacity for effective project implementation.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:
(1) Applicants must be an MBBS or BDS;
(2) Applicants possessing post-graduate qualifications in Public Health/ Community Medicine/ PSM (MPH or MD), shall be preferred;
(3) At least 8-10 years’ experience of working in Public Health, including five years in the areas of immunization or MCH, at the national/ state level;
(4) Demonstrated experience in providing oversight, technical and management supervision of health programs and health project teams is highly desirable;
(5) Knowledge of public health issues, immunization programs and M&E is expected. Knowledge and experience in supply chain management, will be a plus;
(6) Technical expertise in planning, monitoring, and evaluation of health programs;
(7) Experience of working with USAID rules and regulations, is highly desirable.

Skills and Competencies:
(1) Excellent interpersonal skills to effectively build and manage professional relationships with technical experts and other partners;
(2) Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality.
