1. POSITION VACANT: Foundational Literacy and Numeracy Consultants, International Development Agency, New Delhi (Two Vacancies)

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


In July 2020, Government of India adopted the National Education Policy (NEP) 2020. A major recommendation of this policy is the restructuring of school education from a 10+2 system to a 5+3+3+4, in which the first five-years of schooling is referred to as the foundational stage of learning. This stage of schooling includes a continuum of three-years of early childhood care and education and early grades of primary school. The NEP 2020 states that the highest priority of the education system will be to achieve universal foundational literacy and numeracy in primary school. The rest of this Policy will become relevant for our students only if this most basic learning requirement (i.e., reading, writing, and arithmetic at the foundational level) is first achieved.

Ministry of Education, Government of India formed a steering committee to draft the national guidelines for foundational learning. IDA is the only development partner invited as a member of this committee. Through the discussions in the committee and by reviewing the draft documents, IDA has been providing technical support to develop the national guidelines for FLN. IDA will continue to provide technical assistance to Government of India in the implementation of this national mission.

A National Mission will support all State and UT governments in preparing an implementation plan for attaining universal foundational literacy and numeracy by children at the end of grade 3, identifying stage-wise targets and goals to be achieved by 2026-27. The Mission will support states in the planning, implementation and closely tracking and monitoring progress of the same.


For the country wide implementation of foundational learning, the Ministry of Education, Government of India has launched the NIPUN Bharat Mission headed by a Mission Director, which will report to the National Steering Committee chaired by the Secretary, Department of School Education.

The National Mission will support the states and UTs on various aspects of FLN, including guidance for designing holistic annual state action plans; appraising the state plans; reviewing and providing inputs to the teacher professional development programmes, regular monitoring of the programme etc.

The consultants under the supervision of the Mission Director will support the National Mission with technical inputs for planning for activities for achieving FLN, monitoring progress of implementation of the programme, child-wise tracking of learning outcomes. This will include framing guidelines and other documents to inform states. Also, support the Mission Director in independent, transparent and reliable assessment to monitor quality and measure progress being made by states/UT in meeting the goals and targets of FLN Mission.


The Consultant will be reporting to Mission Director National FLN Mission Ministry of Education Government of India. The Programme will be implemented in a mission mode, will be outcome oriented, where each outcome will be measurable, and it will serve the goal of attaining foundational literacy and numeracy for all children by Grade 3.

Key Deliverables:
(1) Provide managerial and technical support to the Mission Director, Ministry of Education in the implementation of the Foundational Literacy and Numeracy Mission (FLN);
(2) Support programme implementation and monitoring implementation of FLN at national level;
(3) Document and disseminate best practices from different states / UT and global practices.



Applicant must have a Master’s degree in the field of Education/ Child Development/ Social Sciences from reputed and recognised university.

(1) Minimum five years or more of experience working in education sector on government programmes at national/state level;

(2) Experience of working on learning improvement programmes at primary level of schooling.


Skills and Competencies:
(1) Demonstrated presentation and facilitation skills;
(2) Strong understanding of issues of foundational learning including multi-lingual education;

(3) Experience related to development and use of tech tools for improving foundational learning would be desirable;
(4) Good English writing skills;
(5) Harmonious working relationships and ability to manage complex multi-partner work groups;
(6) Approximately 2-3 days travel per month for each consultant.


The Foundational Literacy and Numeracy Consultants shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. DURATION OF CONTRACT: Contracts shall be executed for 11.5 months with selected candidates.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
