1. POSITION VACANT: Consultant, Covid Sensitive Programme Management under Jal Jeevan Mission, International Development Agency, New Delhi


2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

The Government of India (GoI) has, in the last 5 years, prioritized implementation of WASH programs for achieving the sector goals. This has resulted in achievement of nearly universal coverage status in rural sanitation. After a largely successful Swachh Bharat Mission initiative on sanitation, the focus of the new government is safe and secure domestic water supply, aimed at providing piped water supply through taps to all households in a fixed time frame, which will also target achieving SDG 6.1 on drinking water supply.

Under the Jal Jeevan Mission (JJM), it is aimed to provide drinking water through functional household tap connections by 2024 to those households that do not have the same, within premises. Additionally, it is aimed to sustain the sources of this drinking water through mandatory source sustainability measures. As per the Integrated Management Information System (IMIS) maintained by the Department of Drinking Water and Sanitation (DDWS), as on 31.3.2019, there were 17.871 crore households in rural areas out of which 3.276 crore had household connection with piped water supply and it is only 18.33 %. About 14.6 crore households are to be provided with household connection with piped water supply. The JJM aims to ensure functional household tap connections to every rural household. There is a demand that exists and people aspire for household piped water supply. It will significantly improve quality of life, particularly of women and children and assist in ODF-Sustainability as Water is important to sustain SBM’s achievements.

To achieve this goal, the Ministry of Jal Shakti, Department of Drinking water and sanitation has requested IDA to assist in supporting this initiative with the engagement of a competent and skilled professional for supporting the roll out of the JJM programme.

This initiative converges well with the WASH strategy of IDA that aims to strengthen capacities of partners to roll out programs that shall enable provision of achieving safe, adequate and sustainable drinking water supply and sanitation to all. This is directly connected to the achieving SDG 6 goals.

PURPOSE OF ASSIGNMENT:

The project requires engagement of the WASH professional with expertise and experience in drinking water supply, who will support the roll out of Jal Jeevan Mission GoI’s flagship programme on rural drinking water supply. The consultant will require to work closely with DDWS, Ministry of Jal Shakti, Government of India in managing, supervising and monitoring the nationwide rollout of the new drinking water supply.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Administrative Supervision- Third party agency contracted by IDA and Technical Supervision- Director-JJM, MoJS. S/he will provide support to rollout the Jal Jeevan Mission. The goal is to provide tap water supply to all rural households in the next four years. The consultant will be required to support DDWS in programme coordination and management, monitoring, analysis and reporting and knowledge management and communication.

Key Deliverables:

(A) Overall Program Coordination & Management:
(1) Support Ministry in managing the Program Implementation Unit (PIU);
(2) Coordinate between Ministry and states for implementation of mission activities;
(3) Facilitate design of business plan for the mission to leverage funding support from other programmes, community contribution and support in partnership building with implementation support agencies/ NGOs/CBOs for designing and operationalising such business plans;
(4) Facilitate development of plans for capacity building and reforms in rural governance structures through KRCs, national institute of public health, centers of excellence and other institutes to enable achievement of mission’s larger objectives for sustainable, affordable and reliable water services;

(5) Provide overall policy and directional inputs to integrate and align mission activities with objectives of other ministry level programs like SBM 2.0, Atal Bhujal Yojana and similar climate change adaptation programmes;
(6) Provide inputs and guidance for moving sector towards cost recovery and growth with an eye on promoting investments/PPP models in service delivery;

 

(B) Strategic Oversight for Monitoring, Analysis and Reporting:
(1) Facilitate establishment of systems, frameworks, metrics, processes, activity plan, templates and dashboard for guidance and tracking progress on the mission activities on the lines of change management;

 

(C) Strategic oversight of Knowledge and External Communications:
(1) Oversight of management of Knowledge hub to ensure it is updated and provides easy access to guidelines, model documents etc;
(2) Work with Ministry and states to facilitate identification and creation of learning materials;
(3) Leverage dashboard and mission progress data to guide content management for external communications and sharing key milestones and achievements;
(4) Strategic facilitation for planning of external events/workshops for dissemination of mission achievements;
(5) Oversight of communications strategy for the mission and key partner agencies for collaboration.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicant must have a Graduation in Engineering or equivalent technical degree is required.

Experience:
(1) Minimum  three to five years of experience in managing Government and Public sector/ Private Sector drinking water supply projects at National, State, district level with Government, donor organizations, NGOs, training institutes etc; specifically in lead roles;

(2) Experience in documentation for government programmes will be preferable;
(3) Experience of working with government will be mandatory.

Skills and Competencies:
(1) Experience of Inter-agency and inter-department coordination;
(2) Fluency in English and Hindi languages;
(3) Excellent management, motivational and communication skills;

 

5. ESTIMATED TRAVEL: Approximately 2 days in a month for achievement of the listed deliverables
 

6. NATURE OF ENGAGEMENT:

The Consultant, Covid Sensitive Programme Management under JJM (CCSPM-JJM) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
