1. POSITION VACANT: District Consultant, Regional Resource Centre (RRC), Koraput, Odisha
2. BACKGROUND:
Regional Resource Centre (RRC) was established in 2018 to support the developmental activities in the undivided Koraput region and supported by UNICEF and supports the district administration in Health, Nutrition, WASH and Communication related activities and is nested under the SLN Medical College Koraput.
Project Background
To continue strengthening of the health system for universal coverage of quality RMNCH+A services in the state of Odisha, the Health and Family Welfare Department, realizing the importance of state’s own Strategy for Accelerated Reduction of IMR & MMR by 2020, has accelerated the intervention through this strategy in the 15 High Priority Districts of the state. The state has taken some important system strengthening measures like, operationalization of a CoE for Child health & Nutrition; a Regional Resource Centre (RRC) for Child Health at SLNMCH Koraput and mentoring of LaQshya and FBNC through mentors from medical college hospitals.
Government of India, through the National Institution for Transforming India (NITI) Aayog also introduced the Aspirational Districts approach, for transforming Health and Development in 117 districts with poor development indicators in the country which include 10 districts in the state of Odisha.
UNICEF has been assigned four districts viz. Koraput, Malkangiri, Kandhamal and Balangir, to support as development partner through the institutional approach in partnership with Regional Resource Centre (RRC) at Koraput.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Team Leader- RRC-SLM Medical College, Koraput, the District Consultant (DC) shall be responsible for providing technical and managerial support for implementation of health system strengthening, RMNCH+A strategies and partnership for aspirational districts program aligned to the state priority.
Key Deliverables:
(1) Ensure Quality Facility Based Newborn care with facilitating SNCU review meetings, SNCU follow up visits, SNCU data analysis, interpretation and dissemination;
(2) Ensure quality home-based newborn care with use of Gentamycin and Antenatal Corticosteroids and its usage monitoring at community and HBYC rollout;
(3) Ensure Quality EmONC facilities with monitoring and supportive supervision on Model labour room, WASH facilities, Referral transport, blood storage units and C section facilities and functionalizing FRU;
(4) Ensure community level HIV testing at VHND;
(5) Mapping the home delivery and interventions;
(6) Diarrhea (IDCF) and Pneumonia (under IAPPD and prevention strategies support;
(7) Develop District Immunization action plan for full immunization improvement;
(8) Institutionalize LaQshya and Wash in health facilities interventions in all delivery points;
(9) Process documentation of the district report of the activity as per the checklists; Provide support and facilitate minutes of the monthly and quarterly reviews;
(10) Any other related activity assigned by RRC Koraput.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Graduation in medicine, AYUSH, Biotechnology, Nursing; OR
Post-graduation in community medicine/ public health management, social sciences.
Experience:
(1) Minimum three years of experience in public health programme management at district level;
(2) Prior experience in maternal health/ child health/ adolescent health program, is desirable.
Skills and Competencies:
(1) Drive for result, coordination and analytical skills;
(2) Skills in evidence-based planning;
(3) Research experience would be preferred;
(4) Data analysis and documentation skills;
(5) Excellent computer knowledge and skills;
(6) Good Communication skills in Oriya, Hindi and English are desirable.
5. Estimated Travel: Approximately 8-10 days in a month for achievement of the listed deliverables in across the state.
6. REMEUNERATION, DSA:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
7. LOCATION: Koraput, Odisha
8. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022.
