Newborn Care Coordinator,
Centre of Excellence (CoE), Child Health and Nutrition, Bhubaneswar, Odisha

 

1. POSITION VACANT: Newborn Care Coordinator, CoE, Child Health and Nutrition, Bhubaneswar, Odisha

2. BACKGROUND:

Centre of Excellence (CoE) for Child Health and Nutrition was established in 2018 for mentoring activities and capacity building for accelerating the improvement of Child and Maternal Health and Nutrition activities and supported by UNICEF at the Capital Hospital Bhubaneswar.

Project Background

In the state of Odisha, with all 30 districts covered with 40 functional Special Newborn Care Units (SNCUs) now, the quality facility-based interventions and linkages with community will bring in the next leap in neonatal mortality reduction. Quality of perinatal care, especially in the tribal districts in the southern part of the state is a major challenge. Community follow-up of SNCU discharged babies is poor due to lack of follow up. Considering this situation, state government has initiated the mentoring of the new-born care facilities through the experts from medical colleges and private institutions to SNCUs, DIECs, NRCs and Labour room and allocated budget for mentoring through CoE Child health and Nutrition at capital hospital.

This initiation needs to be sustained further with coordination and facilitation efforts. Earlier in 2019, with support from UNICEF, Centre of Excellence (CoE), for Child Health and Nutrition has been operationalized at Capital Hospital in Bhubaneswar.  The CoE will function as the mentoring hub of SNCUs / NRCs / DEIC and other major child health programs. In order to facilitate states system strengthening efforts to achieve the flagship result of new-born mortality reduction in the state.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Director, Capital Hospital, Bhubaneswar, the Newborn Care Coordinator (NCC) shall be responsible for providing facilitation and coordination support for mentoring process aligned to the state priority.

Key Deliverables:
(1) Update the pool of mentors list under the guidance of Team leader SHSRC NHM on quarterly basis;

(2) Plan for the physical and virtual mentoring activity through Capital Hospital CoE and share the plan with stakeholders;
(3) Coordinate with the facilities for the mentoring activities;
(4) Collection of the mentoring findings following the visits either paper or through digital mode;
(5) Quarterly Analysis of the data collected and sharing with concerned stakeholders;
(6) Facilitate the Bi-annual review meeting of the CoE capital Hospital;
(7) Facilitate the conduction of SNCU review meetings in all SNCUs and compiling the minutes for review;
(8) Coordinate with NNF and IAP Odisha chapters, NHM and Directorate of FW for implementation of activities and capacity building.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
(1) Graduation in medicine, AYUSH, Biotechnology, Nursing; OR
Post-graduation in community medicine/ public health management, social sciences.

Experience:
(1) Minimum three years of experience in public health programme management at district and/or state level;
(2) Prior experience of implementing MCH programmes, is desirable.

Skills and Competencies:
(1) Facilitation skills planning, coordination and review;
(2) Data analysis and documentation skills;
(3) Excellent computer knowledge and skills;
(4) Good Communication skills in Oriya, Hindi and English;
(5) Good conceptualization, analytical and documentation skills.

5. Estimated Travel: Approximately 8 days in a month for achievement of the listed deliverables in across the state.

6. REMEUNERATION, DSA:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with CoE norms.

7. LOCATION: Capital Hospital, Bhubaneswar, Odisha.

8. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022.
