About the Project (M-Rite COVID 19 Vaccination Project)

Under a USAID grant, JSI has been mandated to provide technical assistance to the Government of India and State governments of select states to identify challenges and facilitate feasible solutions to address them to rapidly ramp up COVID-19 vaccination in the country, aligned with the prevalent Government of India policy. John Snow India Pvt Ltd (JSIPL) will be the lead partner to aggregate, coordinate, and support the National and State Governments with the technical assistance required to facilitate the scale-up of COVID-19 vaccination in the population, supported by several sub-partners. The interventions will support demand and supply-side acceleration at the national, state, and sub-state levels. The technical assistance areas will be flexible and depend upon the needs expressed by the national and respective state governments and include but are not limited to supply chain, digital health, technology support, last-mile delivery, micro-planning, demand generation, data analysis, workforce expansion, and other areas.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

JSIPL is URGENTLY looking for State Project Managers to develop, implement and oversee a plan to ramp-up the COVID-19 vaccination program in the allocated state. The State Project Manager will be the nodal point of contact with the SEPIO, DIO, Civil Surgeons, Immunization division of the respective state government, NGO partners and other project stakeholders at the allocated state. S/he will also assist in developing a comprehensive M&E plan for data collection, management, and analysis; build the capacity of both project and government staff to improve data quality, research, and use for decision making.

Reporting to Regional Manager, the State Project Manager will perform the following duties and responsibilities:

Key Roles and Responsibilities:

(1) Support the allocated state government in planning, developing, and implementing robust strategies and approaches to accelerate and support the COVID-19 vaccination;
(2) nalysis and report on data that will track the progress of the COVID-19 vacci Support and facilitate data collection, a nation effort and its ability to reach at-risk populations;
(3) Oversee the support being provided to the state government in developing an action plan for demand generation, efficient service delivery, vaccine logistics management, cold chain assessment and other initiatives;
(4)  Support the state in designing and implementation of a communication, awareness creation and demand generation strategies and various training programs for ramping up COVID-19 vaccination;
(5) Coordinate with and maintain active communication and collaboration with the state officials. Report state-wise progress, challenges, anticipated bottlenecks and propose feasible solutions to address the prevalent challenges to for effective implementation of COVID-19 vaccination in the allocated state;
(6) Coordinate, facilitate and oversee effective engagement and coordination of NGOs supported in the project, other partners and stakeholders in building upon their areas of expertise to streamline the vaccination process;
(7) Establish and maintain highly collaborative working relationships with government counterparts– SEPIO, DIOs, Civil surgeons, Immunization Division of the State and other relevant stakeholders, including technical partners, NGOs and cooperating partners;
(8) Support in coordinating and working closely with partner NGOs with the project in the allotted states for specific interventions, undertake capacity building and routine monitoring and supervision of key project activities;
(9) Coordinate closely with partner NGOs to disseminate information by connecting with the underserved, hard to reach, vulnerable, and vaccine-hesitant populations, as well as communities at the highest risk of COVID-19;
(10) Ensure timely, high-quality, and complete submission of state level workplans, quarterly and annual reports, M&E reports, state financial reports, and any other reports required by the donor;
(11)  Review financial allocations, expenditure and settlement as per procedures laid down by JSIPL;
(12) Supervise all project staff located in the respective states including line management, feedback, appraisals and reviews.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:

(1) Applicants must be an MBBS or BDS;
(2) Post Graduate qualification in Public Health/Community Medicine/PSM (MD or MPH), shall be preferred;
(3) At least eight years of experience working in Public Health with at least five years preferably in the immunization field or related health projects at the national/state/district level;
(4) Knowledge of public health issues, immunization program and M&E. Knowledge and experience in supply chain management, will be a plus;
(5) Technical expertise in planning, monitoring, and evaluation of health programs;
(6) Demonstrated experience in managing and overseeing state level projects would be highly desirable;

(7) Working experience in routine immunization program implementation, AEFIs surveillance, and response;
(8) Experience of working with USAID rules and regulations is highly desirable.


Skills and Competencies:

(1) Excellent interpersonal skills to effectively build and manage professional relationships with technical experts and other partners;
(2) Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality;

5. COMPENSATION OFFERED:

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.


6. LOCATIONS: Arunachal Pradesh (1 Vacancy); Meghalaya (1 Vacancy)

Preference shall be given to candidates with prior work experience in concerned states, while assigning duty stations.
