National Consultant for NTEP Data Analysis, Monitoring and Evaluation, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi


1. POSITION(S) VACANT: National Consultant for NTEP Data Analysis, Monitoring and Evaluation (NC-DME), International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

2. ORGANIZATION BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union) is an international membership, technical and scientific organisation, headquartered in Paris, France. Established in 1920, The Union is led by people who are committed to a healthier world for all, free of tuberculosis and lung disease. 

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

About the Project:

iDEFEAT TB has been set up to provide institutional strengthening to accelerate actions for TB and Drug Resistant TB in India and is USAID’s flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to the achievement of India’s National Strategic Plan and targets, set forth at the United Nations High-Level Meeting on TB.

iDEFEAT TB is being implemented by The Union-led consortium, that includes Collaboration for Elimination of TB in India (CETI), ECHO India, Empower School of Health (Empower), Foundation for Medical Research (FMR), IQVIA and KNCV TB Foundation (KNCV). The project works in close collaboration with the Central TB Division (CTD), Ministry of Health and Family Welfare (MoHFW), across the network of identified diagnostic, treatment and program management institutions

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the
Project Director (iDEFEAT TB Project), the National Consultant for NTEP Data Analysis, Monitoring and Evaluation (NC-NDAME) will work under the general technical and administrative supervision of the DDG-TB, MoHFW, GoI and NPOs of the Country Office of WHO.

Key Roles and Responsibilities:
(1) Provide technical support to CTD in data analysis, on various thematic areas for the National TB Elimination Program (NTEP), based on data available through the Nikshay Ecosystem of ICT tools;
(2) Support the development of Nikshay Dashboards and the standardization of templates/ formats for review, based on the same, at various levels;
(3)
Assist CTD in conducting in-depth analysis and interpretation of routine surveillance data, using Nikshay;
(4)
Provide technical support for the timely revision of monitoring and evaluation strategy of the programme and facilitate internal and external evaluations of the programme;
(5)
Provide technical support for improvements in NTEP electronic recording and reporting systems, optimizing these for programme monitoring and reporting requirements;
(6)
Build the capacity of CTD and State TB Cells in producing information from reported data and using such information in programme monitoring and decision making;
(7)
Assist CTD in monitoring the programme using standard guidelines and indicators;

(8) Provide support to the program at all levels in effective digital data management, validation, analysis and its application for guiding policies and actions;
(9) Provide a monthly report and an end-of-assignment report in the prescribed format, on activities, achievements, challenges and recommendations;
(10) Perform other duties as required in the interest of TB elimination in India.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
 

Qualification:
Applicants must have Masters degree in Public Health, Computer science, Statistics or other related analytics field with demonstrable experience in utilizing complex large scale public health data.

Experience:
(1) Applicants must have 3-5 years of relevant professional experience doing complex, large scale data analysis at National Level.;

(2) Experience in building dashboards and templates frameworks for review of program performance, including developing performance indicators, data collection and analysis systems and tools.


Skills and Competencies:
(1) Adept at use of relevant data analysis and business intelligence tools to garner insights from large scale transactional/ operational data;

(2) Adept at using statistical methods and experience in management of large datasets for analysis;

(3) Experience with monitoring and evaluation systems and frameworks for international development programs;

(4) Proficiency in MS office (Word, Excel, Access, PowerPoint, Outlook), Data management software, Internet;

(5) Excellent drafting and presentation skills including ability to draft clear and concise reports in English;

(6) Flexibility and willingness to work on a range of tasks;

(7) Willingness to travel within country as per project needs;

(8) Ability to plan, set priorities, handle multiple tasks under tight deadlines.


5. COMPENSATION OFFERED:

Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
