The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care. 

About the Project: Gujarat Education Coalition (GEC): 


iDEFEAT TB has been set up to provide institutional strengthening to accelerate actions for TB and Drug Resistant TB in India and is USAID’s flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to the achievement of India’s National Strategic Plan and targets, set forth at the United Nations High-Level Meeting on TB.

iDEFEAT TB will be implemented by The Union-led consortium, comprising Collaboration for Elimination of TB in India (CETI), ECHO India, Empower School of Health (Empower), Foundation for Medical Research (FMR), IQVIA and KNCV TB Foundation (KNCV). The project will work in collaboration with the Central TB Division (CTD), Ministry of Health and Family Welfare (MoHFW), across the network of identified diagnostic, treatment and program management institutions

Reporting to the Project Director, the Manager - Knowledge Management and Monitoring Learning & Evaluation shall be responsible for designing and implementing the monitoring and evaluation framework for the project, ensuring data collection, reporting, analysis and reporting to donors as per agreed timelines.


S/he will ensure that knowledge and evidence from the project is gathered, documented and disseminated to relevant stakeholders. S/he will also provide support to the project sub-awardees to generate relevant information, prepare reports and briefing materials, and assist with documentation needs of the project.


The post holder will also undertake research projects resulting in publication of papers articulating and showcasing success stories and lessons learnt from project.

Key Roles and Responsibilities:

(A) Setting up M&E System:

(1) Help review the project objectives and activities according to the work plan of the iDEFEAT TB project including support to NTEP;
(2) Develop the overall framework for project M&E, including, project planning, quarterly/ yearly reporting and reviews, , process monitoring and operations monitoring;
(3) Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against the approved work plan and budget. Also steer the process for designing the format of such progress reports;
(4) Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets in alignment with the project performance framework. Design the format for such performance reports;
(5) Setting out the framework and procedures for the evaluation of project activities, review their existing approaches and management information systems and agree on any required changes, support and resources in alignment with the project work plan with the consortium partners;
(6) Recruit, guide and supervise organisations that are contracted to implement special surveys, compliance assessments and studies as and when required for evaluating project effects and impacts;
(7) Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.

(B) M&E Implementation:
(1) Design the framework for the physical and process monitoring of project activities, based on the project proposal and work plan,;
(2) Guide project staff and partners in implementing and preparing their progress reports, analyzing these reports in terms of problems and actions needed, prepare consolidated progress reports for project management to submit to the
Project Director in accordance with approved reporting formats and timing;
(3) Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation;
(4) Collaborate with staff and implementing partners for qualitative monitoring to provide relevant information for any evaluation of project activities, effects and impacts;
(5) Foster participatory planning and monitoring of training and involving stakeholder groups in the M&E of activities;
(6) Identify the need and draw up the ToRs for any specific project studies;
(7) Ensure that, in general, project monitoring arrangements comply with the project grant agreement and, in particular, the provisions of this agreement are fully observed in the design of project M&E;
(8) Organise and provide refresher training in M&E for project and consortium partner staff;
(9) Plan for regular opportunities to identify lessons learned and implications for the project's next steps. Participate in these events when possible.

(C) Communications and Dissemination of Findings:
(1) Undertake regular supervisory visits to the field to support implementation of M&E and to identify where adaptations might be needed;
(2) Guide the regular sharing of the outputs of M&E findings with project staff, consortium partners and
(3) In collaboration with the Finance team, provide the
Project Director with management information that she/he may require;
(4) Make regular reports to the
Project Director or her / his nominee, highlighting areas of concern and preparing the documentation for review at meetings;
(5) Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps;
(6) Perform other relevant duties as required by the
Project Director/ Deputy Project Director of The Union South-East Asia Office.





The applicant must be a postgraduate in Community Medicine/ Health Administration or Ph.D. in Epidemiology/ Statistics/ or relevant field.


Minimum eight years of overall experience after post-graduation and minimum five years of work experience in a research institution, or a medical college, or any public health programme, preferably, in the field of TB or public health.

(4) Working with diverse team.



Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
