Established in 1998, CAFI is a registered public charitable trust based at New Delhi and a part of the CAF Global Alliance network that has offices in nine countries and distributes funds to over 90 countries across the world. The Alliance’s mission is to promote and support strategic giving for a more equitable and sustainable society.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

CAFI is looking for an exceptional professional to head the finance, administration and related functions and ensure that operations in these areas are strengthened and carried out efficiently.

 

This is an exciting opportunity for a competent and ambitious finance professional to direct and lead the finance, administration and related functions of a respected, non-profit organization, that has witnessed quantum growth in the past decade.

 

Reporting to the Chief Executive Officer (CEO), the Director- Finance and Administration (DFA) will provide leadership to departmental teams, and work closely with senior management as an expert advisor, driving innovation and change in financial management processes and procedures across the organization.

 

CAFI is transitioning into the next phase of its life cycle- called “CAF India 3.0”. The Director – Finance and Administration (DFA) will work closely with the CEO to support transition to a more robust organization, that remains relevant in the rapidly changing local context unfolding in India.

 

Key Responsibilities:

 

(A) Strategy Development and Budgeting

(1) Provide strategic leadership as a member of the senior management team;

(2) Provide strategic inputs on revenue generation, de-risking and strengthening the organization’s financial resilience;

(3) Develop a fully integrated strategy for Finance and Administration, including strategy for integrated information systems that uses appropriate technology and provides information to support all business operations;

(4) Prepare a Finance and Administration budget and ensure its adherence; 

(5) Constantly endeavor to improve systems and processes to deliver high quality financial, IT and administrative services.

 

(B) Financial Management

(1) Ensure compliance with prescribed financial policies and procedures;

(2) Establish and maintain financial management mechanisms that reduce financial risk;

(3) Institute controls, particularly on expenditures and cash advances

(4) Finalize accounts and financial statements on a quarterly and annual basis;

(5) Ensure efficient functioning of financial systems;

(6) Comply with procedures relating to the management of bank accounts, investments, taxation and other mandatory provisions;

(7) Ensure timely filing of Income Tax, TDS, PF and FCRA Returns.

 

(C) Financial Reporting

(1) Generate accurate financial reports in accordance with prescribed deadlines;

(2) Prepare monthly consolidated financial management reports for CEO and UK Office;

(3) Prepare quarterly financial reports for trustees, CEO and donors;

(4) Prepare monthly and quarterly cash flow forecasts;

(5) Ensure compliance with all donors financial reporting obligations.

 

(D) Budget Development and Tracking

(1) Collaborate with other departments to develop annual budgets as well as cash flow projections for the year;

(2) Plan, prepare and review annual budgets and submit the same to the Board of Trustees for approval;

(3) Ensure timely submission of annual and reforecast budgets to the UK Office;

(4) Monitor the budget and generate monthly variance reports for the CEO and UK Office;

(5) Analyze and report variances from Annual Operating Budgets.

 

(E) Financial Audit

(1) Facilitate periodic  and annual external, internal and FCRA audits;

(2) Cooperate with the auditors to implement recommendations for improving the financial risk management system;  

(3) Ensure that all observations in the auditors’ management report are properly addressed;

(4) Timely and accurate financial reporting.

 

(F) Grants

(1) Verify Budget Proposals of CAFI program partners and advise accordingly ;

(2) Guide preparation of the Grants Disbursement Schedule;

(3) Ensure that grants are disbursed after thorough review of the financial reports of partners and approval by the designated authority.

         

(G) Audit, Risk and Board of Trustees Meetings

(1) Serve as Secretary to Meetings of the Finance, Audit and Risk Committees, as well as Meetings of the Board of Trustees;

(2) Ensure generation of accurate minutes of meetings of different committees, as well as of the Board of Trustees;

(3) Ensure maintenance of up-to-date financial risk assessment of the Trust, with emphasis on the development and implementation of proper strategies for their management.

 

(H) Investment Planning

(1) Ensure investment of funds in a prudent manner in accordance with Trust policies and regulatory requirements.

 

(I) Legal and Contractual Matters

(1) Liaise with tax advisors, legal advisors and auditors;

(2) Prepare MoUs and Contract letters for service providers and legal advisors;

(3) Validate credentials of CAFI program partners;

(4) Vet and prepare MoUs with Program Partners and Donors.

 

(J) Administration

(1) Ensure that administration and related policies of the organization are up to date and take the lead for ensuring compliance;

(2) Supervise administrative functions, ensuring compliance with organizational policies;

(3) Ensure cost effective facilities and infrastructure management, including leasing, housekeeping, etc.;

(4) Develop the annual administration budget for the organization, based on the annual plan, growth envisaged in terms of number of employees, programs, infrastructure, etc.

 

(K) Procurement

(1) Ensure quality and timely procurements of all goods and services as per procurement guidelines;

(2) Ensure regular vendor development in various categories for procurement of goods and services;

(3) Review and sign-off on all vendor and consultant contracts/ agreements and ensure adherence to statutory requirements.

 

(L) Information Systems

(1) Ensure development and implementation of information management strategy, policies, systems and processes;

(2) Ensure delivery of high-quality information systems services, characterized by on-time, appropriate and cost-effective operations;

(3) Facilitate integration with new information system technologies for better efficiency and ease of operations.

 

(M) Any other responsibility, as delegated by the line manager.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Applicants must be CAs or MBAs in Finance, or possess an equivalent professional degree in Accounts, or Cost or Management Accounting, from a reputed university/ institution.

 

Experience:

(1) Applicants must have at least 15 to 20 years of progressively responsible experience of handling leadership roles encompassing Finance, Administration and related functions with not for profit organizations;

(2) Experience and understanding of the development sector is essential.

 

Skills and Competencies

(1) Knowledge of operations and applicable legal regulations;

(2) Demonstrated leadership, management, influencing and negotiating skills;

(3) Excellent communication and representation skills, to appropriately represent CAFI to donors, NGOs, governments and corporates and speak publicly and confidently about CAFI;

(4) Highest level of ethics and transparency; 

(5) Ability to ensure adherence with grant terms, Government regulations and treasury polices. 

 

5. COMPENSATION OFFERED:

 

The gross remuneration budgeted for the position is Rs. 25-30 lacs per annum and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

 

CAFI shall execute a three-year employment agreement with the selected candidate, subject to satisfactory completion of probation. Employment shall be extendable, based on satisfactory performance.
