1. POSITIONS VACANT: Consultant – IT (C-IT), National Health Authority (NHA), MoHFW, GoI, New Delhi (One Vacancy)


The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support NHA in implementing PM-JAY by strengthening existing institutional structures at the national level. It is accordingly proposed to hire a professional with IT experience, positioned at New Delhi, to support the NHA in various IT-related and database management activities, including review of guidelines issued by the Authority, coordinating with different SHAs and providing support for Hospital Network Management.

The Consultant - IT (C-IT) will coordinate all activities with the designated official of the NHA. S/he will support the NHA and SHAs in IT-related activities and Database Management for PM-JAY and State schemes. This includes but is not limited to data warehousing, data management, performance tuning, maintaining backups, troubleshooting, training and providing technical support to the field team and documentation.

Key Responsibilities:
(1) Study and review processes, inputs and outputs of PM-JAY and acquire in-depth understanding of the IT Guidelines of the Scheme and the purpose and role of IT at various interfaces of program management;
(2) Provide advice to the NHA and SHAs for the setting-up of necessary IT Infrastructure, including central/ state servers/ cloud storage, in alignment with technical specifications laid down by the Central and/or National Informatics Centre (NIC) teams for PM-JAY, as well as technical specs of other Health Insurance Schemes of the Central/ State Governments;
(3) Coordinate with the current IT team of PM-JAY within MoHFW/ NHA and NIC and any other IT agency hired by the NHA/ SHA;
(4) Attend various trainings provided by the Central and/or NIC teams and provide trainings in turn, to functionaries at the national and state level, as and when required by SHA/ NHA;
(5) Ensure proper maintenance of databases by identifying and resolving database requirements, service issues, checking compliance with established SLAs on a daily basis and reviewing service reports (e.g.: database backups, maintenance, monitoring);
(6) Respond to database related alerts/ escalations and devise strategic solutions to recurring problems;
(7) Analyze, understand and identify software requirements for new systems and upper layer software and provide guidance to software engineers for database operations;
(8) Support database functions by designing and coding utilities;
(9) Monitor and troubleshoot database problems by choosing and applying monitoring tools, enhancing its performance and providing performance reports;
(10) Develop and maintain technical documents database, design documentation and operating manuals on how to use the IT system and database of NHA/ SHA and other stakeholders, for PM-JAY and State Health Insurance Schemes;
(11) Perform data analysis and produce reports in various formats, including graphs, charts etc., as and when required;
(12) Any other assignment/ responsibility assigned by NHA.



Postgraduate degree/ diploma in Information Technology, or Computer Applications, or Computer Science, or any other equivalent degree from a recognized institute/ university.


(1) Minimum 8-10 years of relevant, post-qualification, professional experience in IT development and management, including databases;
(2) Experience in troubleshooting and resolving database integrity, performance, connectivity, security issues, etc.

Experience of working with Government Health Programmes, shall be an advantage;

Skills and Competencies:
(1) Strong knowledge of backups, restoration and replication of recovery models;
(2) Knowledge of open source technologies;
(3) MySQL/ SQL Development and Support – ability to write and troubleshoot SQL Code and design stored procs, functions, tables, views, triggers, indexes, constraints, etc.;
(4) Excellent computer proficiency and knowledge of commonly used software packages like MS Office (Word, Excel, PowerPoint);
(5) Knowledge of database software is highly desirable;
(6) Excellent oral and written communication, comprehension and presentation skills in English and Hindi;
(7) Strong analytical and interpersonal abilities;
(8) Ability to work independently when required;
(9) Demonstrated ability to work in a multi-disciplinary team.

5. VACANCY DETAILS: One vacancy

7. LOCATION: NHA Office, New Delhi


The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
