1. POSITION VACANT: Senior Consultant – Capacity Building (SC-CB), National Health Authority (NHA), MoHFW, GoI (One Vacancy)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:
The objective of the assignment is to support NHA in implementing PM-JAY by strengthening existing institutional structures at the national level. It is accordingly proposed to hire a professional with capacity building experience, positioned at New Delhi, to support the NHA in various activities including reviewing guidelines issued by the Authority, coordinating with different SHAs and providing support for Hospital Network Management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Senior Consultant-Capacity Building (SC-CB) will coordinate all activities with the designated official of the NHA. S/he will be responsible for supporting the NHA in organizing and conducting capacity building activities like training and workshops at the state and district level for PM-JAY. S/he shall also support the NHA in grievance redressal aspects of PM-JAY.

Key Responsibilities:
(1) Study and acquire in-depth understanding of PM-JAY processes, scheme guidelines and the role of various stakeholders;
(2) Develop capacity building strategies for various phases of the scheme, catering to the needs of all the stakeholders involved;
(3) Assist NHA in developing a suitable training and orientation workplan for state officials as well as various other stakeholders, at the district level;
(4) Coordinate and organize training courses and workshops for various functionaries of line departments and other stakeholders/ agencies at the National/ State/ District levels;
(5) Provide support for carrying out mass awareness campaigns, events/ workshops for targeted groups;
(6) Support states in managing the grievance redressal system, developing appropriate tools and mechanisms for different stakeholders of the scheme, as well as periodically reviewing the performance of the system;
(7) Undertake field visits to monitor, coordinate and supervise ongoing training activities carried out in the states and suggest corrective measures;
(8) Draft case studies, relevant project documents and suggest necessary recommendations. Also maintain the documentation management system (both in hard copy and soft copy on network), preparing reports etc., as per the needs of the MoHFW/ NHA and GIZ;
(9) Any other assignment/ responsibility assigned by NHA.

4. QUALIFICATION, SKILLS AND EXPERIENCE:

Qualifications:

Essential:
Postgraduate degree/ diploma in Health Management, or Public Health, or Social Work, or Rural Management, or any other equivalent degree, from a recognized university/ institute.

Experience:

Essential:
Minimum 10-15 years of post-qualification work experience in training and capacity building at the state or district level, along with management of grievance redressal systems in the state, for government health insurance schemes, or large-scale government health programmes.

Desirable:
(1) Prior experience, or working knowledge of PM-JAY/ RSBY and other social security schemes in India;
(2) Prior experience or working knowledge of developing training plans and modules, devising dissemination techniques/ methods and establishing monitoring mechanisms for assessing training impact;
(3) Prior experience/ working knowledge of handling grievance redressal systems in any health programme.

Skills and Competencies:
(1) Excellent written and oral communication and presentation skills in English;
(2) Excellent analytical and interpersonal abilities;
(3) Ability to reproduce complex facts and results in a simple, clear and comprehensive manner;
(4) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, PowerPoint, etc.;
(5) Ability to think creatively and intuitively;
(6) Ability to communicate with people working at the district level and below;
(7) Demonstrated ability to work in a multi-disciplinary team.

6. COMPENSATION OFFERED:

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
