1. POSITIONS VACANT: Consultants – Programme Management, (C-PM), National Health Authority (NHA), MoHFW, GoI, New Delhi (Two vacancies)


The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:
The objective of the assignment is to support NHA in implementing PM-JAY by strengthening existing institutional structures at the national level. It is accordingly proposed to hire a professional with programme management experience, positioned at New Delhi, to support the NHA in various activities including reviewing guidelines issued by the Authority, coordinating with different SHAs and providing support for Hospital Network Management.

The Consultant – Programme Management (C-PM) will coordinate all activities with the designated NHA official. S/he will be responsible for supporting the NHA with technical inputs for the preparation of tenders for the selection of Insurance Company and/or Implementation Support Agency, adoption of various NHA Guidelines by the states and Hospital Network Management. The C-PM will work under the direct supervision of the reporting officer assigned by the NHA.

Key Responsibilities:
(1) Study and acquire in-depth understanding of AB-PM-JAY processes, scheme guidelines and the role of various stakeholders;
(2) Support SHAs in data analysis, evaluation and overall monitoring of scheme implementation by the states;
(3) Coordinate and follow-up with the Insurance Companies and Third-Party Administrators, about the implementation of the scheme;
(4) Prepare a framework of data analysis for monitoring and tracking purposes;
(5) Apprise decision makers about the status of the scheme including the performance of the Insurance Companies/ TPAs/ Implementation Support Agency(ies);
(6) Support NHA in evaluating the reports of SHAs and assess the delivery of health care services being provided under the scheme to beneficiaries;
(7) Support for preparation/ revision of tender documents for the selection of Insurance Company and/or Implementation Support Agency, as per NHA Guidelines;
(8) Periodic review of various guidelines issued by NHA and the provision of advice to the SHAs for adoption of the same, with relevant state-specific requirements;
(9) Ensure compliance with agreement terms by Network Hospitals for ensuring quality delivery of health care services to PM-JAY beneficiaries;
(10) Support the NHA in data analysis and dashboard creation for evaluating fraud and abuse of the scheme by stakeholders;
(11) Conduct regular field visits to ensure better utilization of district-level systems for achieving the above tasks;
(12) Any other task assigned by the NHA relating to the implementation of PM-JAY, if any.



Post-graduation or higher qualification in the field of Management, Public Health, Community Heath, Health Management, Rural Management or Social Work, or any other equivalent degree from a recognized university or institute.


(1) Minimum 3-5 years of relevant, post qualification professional experience;
(2) Experience in the development sector including prior experience of working with government and development partners.

(1) Project management skills including planning, execution and monitoring of large scale government health insurance schemes, or government health programs;
(2) Experience in overseeing Public Health, Rural Development or Social Welfare projects shall be preferred;
(3) Demonstrated experience in operationalizing health programs at the field level/ working on strengthening of district level health systems.

Skills and Competencies:
(1) Sound knowledge of the health and development sector/ community work;
(2) Proven ability to manage and effectively lead teams to get work done;
(3) Strong analytical skills and strategic thinking. Ability to apply analysis for administrative and management purposes is essential;
(4) Knowledge of commonly used software packages like MS Office (Word, Excel, PowerPoint);
(5) Excellent oral and written communication and presentation skills in English and Hindi, as well as sound comprehension;
(6) Self-driven with the ability to work under pressure with tight deadlines and attend to ad hoc functions, as may be required;
(7) Ability to work independently when required;
(8) Demonstrated ability to work in a multi-disciplinary team.

7. LOCATION: NHA Office, New Delhi


The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months.
