1. POSITIONS VACANT: Consultant – Administration (CA), National Health Authority (NHA), MoHFW, GoI (One Vacancy)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support NHA in implementing PM-JAY by strengthening existing institutional structures at the national level. It is accordingly proposed to hire a professional with administrative experience, positioned at New Delhi, to support the NHA in various activities including reviewing guidelines issued by the Authority, coordinating with different SHAs and providing support for Hospital Network Management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant - Administration (CA) shall support NHA with the procurement of goods and services, in contracting with various agencies and in the implementation of applicable guidelines for the roll-out of PM-JAY across India. S/he shall be specifically responsible for planning and executing Procurement and Contracting strategies as per PM-JAY Guidelines issued by NHA, applicable to the states and coordinating with designated SHA officials for the purpose.

Key Responsibilities:
(1) Support the NHA in managing contracts of various agencies supporting the implementation of PM-JAY;
(2) Provide support to the NHA for the procurement of goods and services for the implementation of Ayushman Bharat PM-JAY;
(3) Support NHA in managing the Human Resources Division and all administrative activities to be conducted from time to time, including workshops, trainings, etc.;
(4) Support the NHA in managing all kinds of events, including online events;
(5) Support NHA in dealing with routine/ regular correspondence with all stakeholders;
(6) Regularly co-ordinate between NHA and SHAs on all aspects of PM-JAY;
(7) Support and execute additional assignments/ responsibilities, assigned by NHA, if any.

4. QUALIFICATION, SKILLS AND EXPERIENCE:
    

Qualifications:

Essential:
Postgraduate degree/ diploma in management/ administration, or equivalent degree, from a recognized institute/ university.

Experience:

Essential:
Minimum 5-8 years of post-qualification work experience in managing and administering office operations of the government, or private organization, or foundation, or NGO.

Desirable:
(1) Prior experience or knowledge about PM-JAY/ RSBY and other government funded health insurance programmes in India;
(2) Prior experience or working knowledge of standard frameworks, guidelines, regulations and techniques, as applicable to administration;
(3) Experience of procurement of goods and services, including contracting with various agencies for the purpose;
(4) Proven skills in facility and vendor management in the context of managing offices.

Skills and Competencies:
(1) Excellent oral and written communication skills in English;
(2) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, PowerPoint, etc;
(3) Ability to communicate with people outside the organization and representing the organization to the public, government and other external institutions;
(4) Staying abreast and updated on current affairs, social media and latest developments;
(5) Demonstrated ability to work in a multi-disciplinary team.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
