1. POSITIONS VACANT: Scientific Consultants – Health Care Costing (SC-HCC), Department of Health Research, National Health Authority (NHA), MoHFW, GoI, New Delhi (Two Vacancies)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

NHA is in the process of rationalizing packages rates finalized in the programme to ensure a sustainable partnership with health care providers. For this purpose, NHA has partnered with Department of Health Research (DHR), Ministry of Health & Family Welfare to conduct a scientific study to assess the cost of treatment care in various health care facilitates across the country. NHA has requested GIZ to provide further technical assistance in the form of consultants for conducting this study. The consultants will support DHR in data collection, analysis and report preparation.

Objective of the Assignment:
The objective of the assignment is to support the analysis of data available with DHR in respect of health care costs of various health care facilitates, for rationalising the treatment package rates for PM-JAY.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Scientific Consultant – Health Care Costing (SC-HCC) will coordinate all activities with the designated official of DHR, New Delhi. S/he will be responsible for supporting the DHR in collecting health care cost information using various tools, from selected public and private hospitals in Delhi, input of this information for systematic analysis, interpretation of findings from the data analysis, preparation of a comparative analysis report of the health care cost based on the category of the health care facility and dissemination of learnings on designated expert forums.

Key Responsibilities:
(1) Support the DHR in evaluating data on the cost of health care services collected from selected Public and Private hospitals in Delhi;
(2) Collate and segregate the collected data, as per hospital protocols, for further analysis;
(3) Compare the data analysed rates with corresponding State Insurance packages and compile a comparative report on the same;
(4) Maintain a data repository and segregate raw data;
(5) Support updation of the mobile application for cost data collection;
(6) Support DHR in data analysis of all State Health Service packages and compare the data analysed with the packages provided by the NHA to the states;
(7) Support DHR in coordinating with NHA on a day to day basis on all matters relating to data collection and analysis;
(8) Any other work assigned by the Department of Health Research.

4. QUALIFICATION, SKILLS AND EXPERIENCE:

Qualifications:

Essential:
Post-graduation or higher qualification in field of Life Sciences, or Clinical Research, or any other equivalent degree from a recognized university or institute.

Experience:

Essential:
(1) Minimum 3-5 years of relevant, post qualification professional experience;
(2) Prior experience in the development sector and of working with the Government and development partners.

Desirable:
(1) Experience in systematic research along with knowledge of protocol writing;
(2) Experience in data management and data analysis in Public Health, Rural Development or Social Welfare projects shall be preferred;
(3) Demonstrated experience of conducting health care costing studies and economic evaluations;

Skills and Competencies:
(1) Practical knowledge of working on CsPro, STATA, MS Excel, MS Word and creating presentations on PowerPoint;
(2) Demonstrated ability to work effectively in a multi-disciplinary team;
(3) Demonstrated analytical skills and strategic thinking;
(4) Ability to work under pressure and attend to ad hoc functions, as necessary;
(5) Self-driven and able to work with tight deadlines;
(6) Excellent communication and presentation skills and sound comprehension;
(7) Strong analytical and interpersonal abilities;
(8) Ability to work independently when required;
(9) Excellent oral and written communication skills in English and Hindi;

6. COMPENSATION OFFERED:

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months.
