1. POSITIONS VACANT: Consultants – Communication (CC), State Health Agencies (SHAs), MoHFW, GoI (Three Vacancies)




The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.


MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY


Objective of the Assignment:


The objective of the assignment is to support the SHA in implementing PM-JAY through the Consultants placed as above, who shall be tasked with the responsibility of strengthening existing PM-JAY institutional structures, in the State.

The Consultants-Communication (CC) will coordinate all activities with the designated official of the SHA and shall be responsible for planning and executing internal and external communication strategies as per PM-JAY guidelines. S/he shall support the SHA in all IEC, training and public relations aspects of all health insurance schemes planned by the NHA and/or SHA.

Key Responsibilities:

(1) Study and acquire in-depth understanding of PM-JAY processes, IEC guidelines of the scheme and the role of various stakeholders;

(2) Develop a sound communication strategy for various phases of the scheme like mass media and IEC, to reach out to the intended beneficiaries, effectively;

(3) Assist SHA in devising a suitable training and orientation workplan for field functionaries and various stakeholders;

(4) Coordinate with functionaries of the SHA and NHA for supporting IEC activities in the state;

(5) Participate in developing the IEC materials, as per NHA guidelines and evaluate their feasibility, efficiency and quality;

(6) Assist in conducting awareness campaigns, events, workshops, etc. for target groups;

(7) Undertake field visits to monitor, coordinate and supervise ongoing IEC activities at the districts and suggest corrective measures;

(8) Provide assistance for the communication and implementation of IEC activities of any other government programme (if required by the SHA);

(9) Draft case studies, relevant project documents and suggest recommendations. Maintain documentation management system (both hard copy and soft copy on network) and prepare reports etc. as per the need of NHA/ SHA and GIZ;

(10) Any other assignment/ responsibility assigned by SHA.





Postgraduate degree/ diploma in mass communication, journalism, public relations, social work or an equivalent degree from a recognized institute/university.




(1) Minimum 5-8 years of post-qualification work experience in IEC/communication of a large government health insurance programme or a government health programme, governmental public relations department, or CSR Department of a private organization, foundation or NGO;

(2) Experience of managing social media platforms is essential.


(1) Prior experience or working knowledge about PM-JAY/ RSBY and other government funded health insurance programs in India;

(2) Prior experience or working knowledge of the standard communication frameworks, guidelines, regulations and techniques;

(3) Experience of working with communication/creative agencies/vendors will be added advantage;

(4) Experience in the development of communication strategies, planning, execution and monitoring of large-scale IEC plans for government projects.


Skills and Competencies:

(1) Knowledge of software such as Adobe Illustrator/ Indesign/ Coreldraw, or any other similar software;

(2) Knowledge/ experience of media production, communication, and dissemination techniques and methods. This includes alternative ways to inform and entertain via written, oral, visual and online media;

(3) Knowledge of design and production processes for print and interactive media;

(4) Excellent computer proficiency and knowledge of commonly used software packages like MS-Office (Word, Excel, PowerPoint, etc.);

(5) Ability to communicate with people outside the organization, representing the organization to the public, government, and other external sources;

(6) Ability to think creatively and intuitively;

(7) Ability to create new ideas, relationships, systems, or products, including creative contributions;

(8) Staying abreast and updated on current affairs, social media and latest developments;

(9) Excellent oral and written communication skills in English and Hindi;

(10) Excellent expression in English and the local language of the concerned state is mandatory;

(11) Excellent analytical and interpersonal ability to reproduce complex facts and results in a simple, clear and comprehensive manner;

(12) Demonstrated ability to work in a multi-disciplinary team.


5. VACANCY DETAILS: Three vacancies




The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.


7. LOCATION: SHA Office in Jharkhand, Rajasthan and Jammu and Kashmir states.




The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by SHA.
