1. POSITIONS VACANT: Consultants – IT (C-IT), State Health Agencies (SHAs), MoHFW, GoI (Nine vacancies)

 

2. ORGANIZATION BACKGROUND:

 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY

 

Objective of the Assignment:

 

The objective of the assignment is to support SHAs in implementing PM-JAY through the Consultants placed as above, who shall be tasked with the responsibility of strengthening existing PM-JAY institutional structures, in the state.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultants - IT (C-IT) will coordinate all activities with the designated official of the SHA. S/he will support the SHA in IT related activities and Database Management for PM-JAY and state schemes. This includes, but is not limited to data warehousing, data management, performance tuning, maintaining backup, troubleshooting, training and providing technical support to the field team and documentation.
 

Key Responsibilities:

(1) Study and review processes, inputs and outputs of PM-JAY and acquire an in-depth understanding of the IT guidelines of the scheme and role of IT at various interfaces of program management;

(2) Provide advice to the SHA on setting-up necessary IT Infrastructures including state servers/ cloud storage, in alignment with the technical specifications laid down by the Central and/or National Informatics Centre (NIC) team of PM-JAY, as well as technical specs of other Health Insurance Schemes of the Central/ State Governments;

(3) Coordinate with the current IT team of PM-JAY within MoHFW/ NHA and NIC and any other IT agency hired by the NHA/ SHA;

(4) Attend various trainings provided by the Central and/or NIC team and provide trainings in turn to functionaries at the state and district level, as and when required by SHA/ NHA;

(5) Ensure proper maintenance of databases by identifying and resolving database requirements, service issues, checking compliance with established SLAs on a daily basis and reviewing service reports (e.g.: database backups, maintenance, monitoring);

(6) Respond to database related alerts/ escalations and devise strategic solutions to recurring problems;

(7) Analyze, understand and identify software requirements for new systems and upper layer software and provide guidance to the software engineers for database operations;

(8) Support database functions by designing and coding utilities;

(9) Monitor and troubleshoot database problems by choosing and applying monitoring tools, enhancing its performance and providing performance reports;

(10) Develop and maintain technical documents database, design documentation and operating manuals on how to use the IT system and database of SHA and other stakeholders for PM-JAY and State Health Insurance Schemes;

(11) Perform data analysis and produce reports in various formats including graphs, charts etc., as and when required;

(12) Any other assignment/ responsibility assigned by SHA.
 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Postgraduate degree/ diploma in Information Technology, or Computer Applications, or Computer Science, or any other equivalent degree from a recognized institute/ university.


Experience:

 

Essential:

(1) Minimum 5-8 years of relevant, post-qualification, professional experience in IT development and management, including database;

(2) Experience in troubleshooting and resolving database integrity, performance, connectivity, security issues etc.
 

Desirable:

Experience of working with the Government Health Programmes shall be an advantage.

 

Skills and Competencies:

(1) Strong knowledge of backups, restoration and recovery models replication;

(2) Knowledge of open source technologies;

(3) MySQL/SQL Development and support – ability to write and troubleshoot SQL Code and design stored procs, functions, tables, views, triggers, indexes, constraints, etc.;

(4) Excellent computer proficiency and knowledge of commonly used software packages like MS-Office (Word, Excel, PowerPoint);

(5) Knowledge of database software is highly desirable;

(6) Excellent oral and written communication, comprehension and presentation skills in English and Hindi;

(7) Strong analytical and interpersonal abilities;

(8) Ability to work independently when required;

(9) Demonstrated ability to work in a multi-disciplinary team.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by SHA.

 

(Contract for Vacancies based in Bihar shall be till March 2021.)
