1. POSITIONS VACANT: Consultants - Finance (CF), State Health Agencies (SHAs), MoHFW, GoI (Four vacancies)

 

2. ORGANIZATION BACKGROUND:

 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY

 

Objective of the Assignment:

 

The objective of the assignment is to support the SHA in implementing PM-JAY through the Consultants placed as above, who shall be tasked with the responsibility of strengthening existing PM-JAY institutional structures, in the State.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultants - Finance (CF) will coordinate all activities with the designated official of the SHA. S/he will be responsible for providing support for the overall management and standardisation of processes relating to finance of PM-JAY, compliance with guidelines and overall support to NHA, and the concerned SHA and state government.
 

Key Responsibilities:

(1) Study and acquire an in-depth understanding of the PM-JAY processes, scheme guidelines and the role of various stakeholders;

(2) Coordinate the preparation of budgetary planning and processes;

(3) Provide financial planning support to the SHA in implementing PM-JAY;

(4) Ensure compliance with state government financial regulations, including taxation;

(5) Prepare financial reports, including annual budget, execution reports, quarterly financial statements of programmes and operational budgets;

(6) Provide strategic advice and guidance on all issues of financial management;

(7) Liaise with the NHA team on premium payments, tendering process and other necessary program related aspects;

(8) Attend various training programmes conducted by the central team and extend similar training to the functionaries at state and/or district level, as and when required by SHA;

(9) Undertake field visits to monitor the implementation of PM-JAY;

(10) Support the NHA and concerned SHAs in advising public hospitals on strategic utilization of hospital development funds;

(11) Prepare basic financial data reports on the performance of the state/ districts and present the same to the concerned supervisor;

(12) Provide legal assistance, when required;

(13) Any other assignment/ responsibility assigned by the SHA.
 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Post-graduation or higher qualification in field of Management and Finance, or any other equivalent degree from a recognized university or institute.


Experience:

 

Essential:

(1) Minimum 4-5 years of relevant post-qualification professional experience in financial project management, including supporting, managing and monitoring of large-scale government health insurance schemes, or government health programs;

(2) Experience of working with government and development partners and conducting audits and financial due diligence for agencies.
 

Desirable:

Experience in overseeing financial systems of public health, rural development or social welfare projects, shall be preferred.

 

Skills and Competencies:

(1) Excellent oral and written communication, comprehension and presentation skills in English and the local language of the concerned state;

(2) Strong analytical, interpersonal and strategic thinking capabilities on financial, administrative and management matters is essential;

(3) Sound knowledge of financial management practices of the health sector and government health insurance schemes and their system of working;

(4) Proven ability to work in a multi-disciplinary team;

(5) Self-driven, with the ability to work under pressure, under tight deadlines and attend to ad-hoc functions, if required.

8. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by SHA.

(Contract for Vacancies based in Bihar shall be till March 2021.)
