District Cluster Coordinators (DCC),

State Health Agencies (SHAs), MoHFW, GoI

 

1. POSITIONS VACANT: District Cluster Coordinators, (DCC), State Health Agencies (SHAs), MoHFW, GoI, Bihar (Two vacancies)

 

2. ORGANIZATION BACKGROUND:

 

MoHFW has set up National Health Authority (NHA) to manage PM-JAY and at the state The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY

 

As part of this programme GIZ proposes to hire DCCs who will support SHA Bihar in allotted districts to continuously monitor and provide implementation support to empanelled hospitals in the allotted districts, for the success of PM-JAY. The DCCs are expected to collaborate and monitor the functions of the Arogya Mitras in the hospitals and coordinate with the District Health Officials for the implementation of PM-JAY 

 

Objective of the Assignment:

 

DCCs will be a part of the PMU and support SHA Bihar as well as allotted District Health Authorities/ District Implementation Units in the state, in implementing PM-JAY. The DCCs shall also support strengthening of existing PM-JAY institutional structures at the district level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The DCCs will coordinate all activities with the designated official of the SHA. S/he will be responsible for providing support in monitoring the implementation of the scheme, encompassing process standardisation at hospitals implementing PM-JAY and ensuring compliance with prescribed guidelines. The DCCs will also be responsible for supporting District Officials and managing activities, mainly in districts.
 

Key Responsibilities:

(1) Support SHA in the implementation of PM-JAY through rigorous and continuous monitoring visits to allotted districts;

(2) Undertake field visits of hospitals, to monitor the ‘Arogya Mitra’ set-up in the hospitals and check and ensure that proper/ required treatment is provided to beneficiaries for the effective implementation of AB PM-JAY;

(3) Conduct training and capacity building activities of Block Officials to support SHA in enhancing the implementation of AB PM-JAY;

(4) Conduct regular meeting and coordination with District (e,g. civil surgeon) and Block Officials, to ensure better implementation of the scheme;

(5) Support SHA by providing regular follow-up reports of Hospitals and District/ Block Officials;

(6) Any other assignment/ responsibility assigned by SHA.
 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Post-Graduation or higher qualification in the field of Management, or Public Health, or Community Heath, or Health Management, or Rural Management, or Social Work or any other equivalent degree, from a recognized university or institute.


Experience:

 

Essential:

(1) Minimum 5-8 years of relevant, post qualification, professional experience;

(2) Prior experience in the development sector, and of working with government and development partners;

(3) Experience of operationalizing health programmes at the field level/ working towards strengthening of district level health systems.
 

Desirable:

(1) Prior experience in overseeing Public Health, or Rural Development, or Social Welfare projects at the district level shall be preferred;

(2) Prior experience in project management at the district level, including planning, execution and monitoring of large-scale government health insurance schemes/ government health programmes.

 

Skills and Competencies:

(1) Sound knowledge of the health and development sector/ community work;

(2) Proven ability to manage and lead teams and get work done effectively;

(3) Strong analytical and interpersonal skills and capability to apply strategic thinking to administrative and management purposes, is essential;

(4) Excellent oral and written comprehension, communication and presentation skills in English and Hindi;

(5) Knowledge of common software packages like MS-Office (Word, Excel, PowerPoint);

(6) Ability to work under pressure with tight deadlines and attend to any ad hoc function, as may be required;

(7) Demonstrated ability to work in a multi-disciplinary team;

(8) Self-driven with the ability to work independently, when required.
