1. POSITIONS VACANT: Consultants - Programme Management, (C-PM), State Health Agencies (SHAs), MoHFW, GoI, (15 vacancies in multiple states across India)

 

2. ORGANIZATION BACKGROUND:

 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY

 

Objective of the Assignment:

 

The objective of the assignment is to support SHAs in implementing PM-JAY through the Consultants placed as above, who shall be tasked with the responsibility of strengthening existing PM-JAY institutional structures, in the state.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultants - Programme Management (C-PM) will coordinate all activities with the designated official of the SHA. S/he will support the SHA with technical inputs for the preparation of tenders for the selection of the Insurance Company and/or Implementation Support Agency, adoption of various NHA guidelines by the state and Hospital Network Management. The C-PM will work under the direct supervision of the reporting officer assigned by the SHA.

 

Key Responsibilities:

(1) Study and acquire an in-depth understanding of the AB-PM-JAY processes, scheme guidelines and the role of various stakeholders;

(2) Support the SHA in data analysis, evaluation and overall monitoring of scheme implementation in the state;

(3) Coordinate and follow-up with Insurance Companies and TPAs about the implementation of the scheme;

(4) Prepare a framework of data analysis for monitoring and tracking purposes;

(5) Apprise decision-makers about the status of the scheme and the performance of Insurance Companies/ TPAs /Implementation Support Agencies;

(6) Assist in performing hospital audits and assessing the quality of services being provided to beneficiaries of the scheme;

(7) Provide support for the preparation/revision of tender documents for the selection of the Insurance Company and/or Implementation Support Agency, as per NHA guidelines;

(6) Periodic review of various guidelines issued by the NHA guiding the SHA in the adoption of the same, ensuring compliance with relevant state specific requirements;

(8) Ensure compliance with agreement terms by network hospitals with a view to ensuring delivery of quality of health care services to PM-JAY beneficiaries;

(9) Support the SHA in data analysis and dashboard creation for evaluating fraud and abuse of the scheme by stakeholders;

(10) Conduct of regular field visits to ensure better utilization of district-level infrastructure and systems for achieving above deliverables;

(11) Any other tasks as assigned by the SHA related to implementation of PM-JAY.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Post-graduation or higher qualification in field of Management, or Public Health, or Community Heath, or Health Management, or Rural Management, or Social Work, or any other equivalent degree from a recognized university or institute.


Experience:

 

Essential:

(1) Minimum 3-5 years of relevant, post qualification, professional experience;

(2) Experience in the development sector, with prior experience of working with government and development partners.

 

Desirable:

(1) Experience of project management, including planning, execution and monitoring of large-scale government health insurance schemes, or government health programmes;

(2) Experience in overseeing Public Health, Rural Development or Social Welfare projects shall be preferred;

(3) Demonstrated experience in operationalizing health programmes at the field level and/or in strengthening district level health systems.

 

Skills and Competencies:

(1) Sound knowledge of the health and development sector/ community work;

(2) Proven ability to manage and effectively lead teams to get work done;

(3) Strong analytical and strategic thinking skills. Ability to apply analysis for administrative and management purposes is essential;

(4) Knowledge of commonly used software packages like MS-Office (Word, Excel, PowerPoint);

(5) Sound comprehension with excellent oral and written communication and presentation skills in English and Hindi;

(6) Self-driven with the ability to work under pressure with tight deadlines and attend to ad hoc functions, as required;

(7) Ability to work independently when required;

(8) Demonstrated ability to work in a multi-disciplinary team.

8. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months.

(Contract for Vacancies based in Bihar shall be till March, 2021.)
