1. POSITION VACANT: Programme Officer Livelihoods, SWISSAID India, Pune, Maharashtra


One of Switzerland’s leading development organisations, SWISSAID is an international non-profit, working in nine countries across the world. The organization has no religious or political affiliations.

SWISSAID has been active in India for more than five decades. Currently, the focus is on two themes: Small Scale Farming and Gender Equality.

The Small Scale Farming programme seeks to reduce the vulnerability of small farmer communities to climate and social shocks.

Key programming areas include traditional seeds, ecological agriculture, sustainable management of forests and fisheries, income generation and effective implementation of the government safety net program, with emphasis on Community Institution building and Gender Mainstreaming.

A core attention area for SWISSAID has been to strengthen local civil society in the central and western states of Madhya Pradesh, Maharashtra and Chhattisgarh, with a view to helping address the challenges faced by disadvantaged groups.

Reporting to the Senior Program Officer, the Program Officer Livelihoods (POL), shall be responsible for developing and monitoring SWISSAID’s country program, specifically relating to Small Farmer Livelihoods. S/he shall also be responsible for backstopping and monitoring projects and partnerships, including facilitating linkages with government programmes, public relations, information dissemination and fundraising.

Key Roles and Responsibilities:

(A) Accompaniment and Monitoring of Projects and Partnerships to Achieve Agreed Results (55%):
(1) Develop project proposals (in the SWISSAID template) together with partner organizations, taking into consideration the needs of local communities and the outcomes of the Country Programme Plan;
(2) Undertake partner visits to provide technical accompaniment support to help partners achieve project outcomes;
(3) Identify training needs and support capacity-building of partner organizations;
(4) Review and/or draft project reports and accounts;
(5) Manage the Monitoring and Evaluation System;
(6) Inform partner organizations about SWISSAID policies, programs and activities;
(7) Ensure compliance of projects with quality management, procedures and guidelines as stated in the set of SWISSAID Reference Documents;
(8) Monitor and enforce deadlines with partner organizations according to operational planning;
(9) Inform/ consult with the Senior Programme Officer in the event of significant modifications in project content and budget or serious problems in a project.

(B) Development and Monitoring of SWISSAID’s Country Program (20%):
(1) Participate in the elaboration of the organisation’s five-year strategic planning and annual report;
(2) Provide inputs to develop the programme on small farmers livelihoods;
(3) Monitor and review the country program against strategic program objectives in collaboration with the Country Representative;
(4) Identify new potential partner organizations;
(5) Foster networks between civil society organizations;
(6) Promote the partner organizations’ awareness of gender and of social inequalities and facilitate actions and instruments to address them within the country program.
(C) Facilitate Linkages with Government Programmes (15%):
(1) Build awareness among partners about different government policies and programmes;
(2) Support partners in developing strategies to enable the poor to benefit from government programmes;
(3) Foster and participate in networks on thematic priorities of the SWISSAID country program.

(D) Public Relation, Information Work and Fundraising (10%):
(1) Draft fund raising and communication materials on SWISSAID and its program in the country for information and fundraising work;
(2) Contribute to fundraising activities in concordance with the respective guidelines.



Applicants must be graduates with a post graduate degree in Social Sciences, or Economics, or Agriculture, or equivalent, from a reputed university.


(1) Minimum eight years’ experience of working in the development sector, in the field of Agriculture, Forestry or Livelihoods, of which at least three years must be with a grassroot development organization;
(2) Demonstrated experience and track record of strengthening small farmers livelihoods through enhancing agricultural production and encouraging diversification, initiating income generation activities, facilitating strong peoples institutions and linking and leveraging resources from government programmes;

(3) Practical experience of promoting ecological farming is desirable.

Skills and Competencies:
(1) Ability to develop strong, positive relationship internally with team members and externally with Stakeholders, Funders, Social Networks and other organizations;

(2) Strong commitment towards addressing gender discrimination and the rights of marginalized persons;

(3) Good understanding of key challenges being faced by small farmers in India, as well as government policies and programmes to improve livelihoods;
(4) Proven track record of accompaniment of grassroots development projects;
(5) Well-developed analytical, conceptual and writing skills;
(6) Experience of monitoring and evaluation;
(7) Fluency in written and spoken English and Hindi;
(8) Willingness to travel extensively;
(9) Proficient in word, excel, PowerPoint and SPSS.


Gross compensation for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of three years.
