1. POSITION(S) VACANT: National Logistics Consultant, International Development Agency, Delhi

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
COVID-19 vaccine introduction is one of the key strategies to combat the pandemic, slow down the transmission and save lives. Currently, there are several COVID-19 vaccines under various phases of development, and globally, efforts are in force towards accelerated development of vaccines and development of country(s) preparedness and action plan. The available information indicate that vaccines would be available to countries from 2021. This necessitates that prior to such introduction every country develops robust preparedness and action plans which will ensure readiness of key components for COVID-19 vaccine introduction. This includes technical, supply and logistics, cold chain requirement, communication aspects among many other pertinent areas.

COVID-19 vaccine introduction entails detailed and scientific consideration of vaccine products, prioritization of groups for vaccine administration, usage of different service delivery modalities, supporting an enabling environment for vaccine uptake, reviewing and ensuring adequate cold chain space, development and dissemination of technical guidelines, overseeing quality implementation.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The National Logistics Consultant (NLC) shall be responsible for providing technical assistance to the Immunization division of Ministry of Health & Family Welfare in smooth implementation of covid-19 vaccine introduction, scale-up and strengthening of Universal Immunization Programme through effective service delivery, robust immunization supply chain system and convergent engagement.

Key Deliverables:

(A) Planning
(1) Assist MoHFW in smooth implementation of National action plan for covid-19 vaccine introduction; Ensure efficient logistics management of covid-19 vaccine and cold chain supplies; Maintain distribution of these logistics at the country level with states and UTs;
(2) Develop vaccine and cold chain related logistics delivery schedule for the states and facilitate issue of release order of these and any other logistics;
(3) Assist supervisor and development partners in landscaping of cold chain private sector market;
(4) Coordinate with SEPIOs, Cold Chain Officers and Consultants and vaccine managers of the states and obtain information on vaccine and cold chain related logistics stock position on monthly basis or as and when required;
(5) Coordinate with suppliers and ensure smooth delivery of vaccine and logistics supplies to states and UTs;
(6) Coordinate with GMSDs to ensure timely receiving and dispatch of supplies;

(B) Monitoring
(1) Develop vaccine and cold chain related logistics delivery monitoring matrix for the states and use it for tracking;
(2) Monitor vaccine and cold chain related logistics handlers training at the state and district level;
(3) Regularly update vaccine and cold chain related logistics availability status at the GMSDs and state stores.

(C) Field Visits
(1) Periodic field visits as required by the Ministry; Follow up to ensure that the agreed steps are implemented.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

MPH/ MHA/ CHA/ PGDHM /MBA in Health Management/ B.Pharma or Post Graduate degree in Logistics/ supply chain management or related fields

Experience:
(1) Three to five years of experience in supply chain management or cold chain and vaccine supply chain at national level or state level;
(2) Experience of working with state and national governments shall be an added advantage;
(3) Experience in immunization programme is desirable;
(4) Experience of vaccine management assessment like VMAT, EVSM and EVM and vaccine wastage study shall be an added value;
(5) Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Skills and Competencies:
(1) Familiarity with standard computer software especially in MS office;
(2) Proficiency in handling/ interpreting data.

5. ESTIMATED TRAVEL: Approximately 2-3 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The NLC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The NLC shall be based in Ministry of Health & Family Welfare, Nirman Bhawan, New Delhi
