About the project

Leonard Cheshire is leading the inclusive education component of a large primary education project, as part of a wider (Disability Inclusive Development) DID Consortium. The aim is to improve primary education systems by expansion of access to quality inclusive education for children with disabilities.

Leonard Cheshire wishes to hire an exceptional development professional to lead this initiative in Bangladesh.

The project will specifically target children who have either dropped out of school or never been enrolled due to an inaccessible and unsupportive educational environment. By working at three levels – individuals and community, school and teachers, and governance and policy – the project will carry out different sets of activities that will be tailored to the needs and constraints of the identified target groups. This will include working directly with teachers and other school personnel to increase their capacity to be inclusive of children with disabilities.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Country Representative, the Programme Manager- Inclusive Education, shall be responsible for programmatic and financial delivery of the Inclusive Education programme, apart from development and institutionalisation of best practices.

The position holder will coordinate the activities of the consortium, which comprises of leading INGOs, implementing partners and DPOs. The Programme Manager will also be responsible for the effective implementation of the Project MEL framework in close coordination with technical and programmatic teams within the consortium as well as leading the overall learning agenda of the programme, working closely with partners and other internal and external stakeholders.

S/he will also be responsible for reviewing, implementing, and sharing MEL approaches, ensuring data is clearly disaggregated by disability, gender, and age as part of disability and social inclusion.

Key Job Responsibilities:

(A)
Programme Management:
(a) To ensure that the programme is implemented according to the approved proposal and in accordance with donor requirements and agreed work plan;
(b) To ensure coordination, review and sharing of lessons learnt from the activities to support the achievement of outcomes and impact;
(c) Organise and facilitate meetings with consortium members, implementing partners and DPOs on progress, learning, analyse challenges, and identify mitigation measures;
(d) Develop a culture of learning and innovation, revising approaches based on the results and needs of the participants;
(e) Ensure active participation of persons with disabilities, DPOs and key participants in the feedback mechanism process.

(B) Monitoring, Evaluation and Learning (MEL):
(a) Lead the design and implementation of the M&E framework and data management and information systems for the IE programme
(b) To ensure compliance with the DID MEL strategy and to track delivery against the programme targets, outcomes, and impacts;
(c) Prepare and ensure timely submission of performance monitoring plans, including developing and defining program indicators and sources of data;
(d) Develop a participant feedback mechanism for the IE project;
(e) Coordinate research components related to the programme as needed;
(f) Support the design and collaborate with external research Programme Programme for Evidence to Inform Disability Action (PENDA);
(g) Coordinate monitoring, evaluation, and research in order to assess the results of implementation.

(C) Finance and Reporting:

(a) Ensure development and implementation of expenditure plans and ensure that the programme is implemented within agreed and approved budgets through undertaking regular expenditure monitoring;
(b) To ensure that internal and donor financial reports are submitted in a timely manner and fulfilling the requirements;
(c) To ensure implementation of recommendations from the due diligence.

(D) Networking, Communications and Learning:

(a) Build relationships with consortium members, implementing partners, DPOs, INGOs, NGOs and relevant stakeholders;
(b) To ensure adequate communication and learning of the IE programme are disseminated internally and externally;
(c) Develop and maintain consistent, clear, and timely communications and updates related to the programme.

(E) Others:
(a) Adhere to Leonard Cheshire’s Code of Conduct, safeguarding policies, and procedures, reporting all breaches;
(b) To undertake any other responsibilities as may be assigned by the organisation at large.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
Applicants must have a post graduate qualification or equivalent.

Experience

(1) Minimum five to eight years of experience in programme management, preferably with emphasis on inclusive education;
(2) Applicant must have significant experience of working in consortia and partnerships;
(3) Applicants must have experience in designing and delivering MEL systems for donor funded projects;
(4)
Demonstrable experience of disability will be a distinct advantage;
(5) Experience of disability inclusion programmes is an added advantage.

 

Skills and Competencies
(1)
Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analysing qualitative and quantitative datasets;

(2) Experience of managing programme budgets;
(3)
Experience in using software such as Microsoft Dynamics 365, SPSS, STATA, KOBO, or other equivalent packages;
(4) Demonstrable an understanding of and commitment to safeguarding and a willingness to sign and adhere to LC’s code of conduct and safeguarding policy;
(5) Empathy to Leonard Cheshire’s mission, vision, goals, values, ethos, and their target group;
(6) Strong communication and interpersonal skills and a confidence to engage and represent Leonard Cheshire at consortia, forums and with donors;
(7) Professional level of verbal and written fluency in English and in Bangla;
(8) Strong negotiation skills;

(9) Demonstrate flexibility and reliability;
(10) Culturally sensitive and empathic to others;
(11) Ability to work under pressure and to strict deadlines;
(12) Diplomatic and confident candidate who can represent Leonard Cheshire at National level;

(13) Demonstrates Strategic thinking;
(14) Must be a strong and effective communicator:
(15) Prior experience of managing programmes preferably inclusive education, basic education, education achievement, instructional quality and/or systems strengthening;
(16) Willingness and able to travel regularly.


5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
