1. POSITION(S) VACANT: Project Officer - Adolescence Education Program, United Nations Population Fund (UNFPA), Patna, Bihar


The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.


United Nations Population Fund (UNFPA) is supporting Government of Bihar (GoB) and Bihar State Madarsa Education Board (BSMEB) in implementing Adolescence Education Program in Government aided/recognized Madarsas of Bihar. The project seeks to enhance knowledge and skills of Madarsa adolescents through age and context specific learning materials, training of teachers, and strengthening of systems. The pilot phase of this intervention was initiated in 2019 for 373 Madarsas in the Purnia and Katihar District.


High level advocacy with Government of Bihar and Bihar State Madarsa Education Board has convinced the State Government of the potential of this initiative. With support from Department of Minority Welfare, Government of Bihar, and under the leadership of Bihar State Madarsa Education Board, the project is being upscaled in the entire Bihar State (38 Districts) covering approximately 2500 Madarsas and reaching out to 1.2 lakh adolescents in Madarsas annually. The upscaling will be done in partnership with Bihar State Madarsa Education Board, Department of Minority Welfare, Department of Education, Government of Bihar, UNFPA and credible National institutions. The age and context specific teaching will be introduced from Grade VI – X, through a cascading training approach centred around 50 Regional Resource Centres (1 RRC/40 Madarsas) and a State Resource Centre through a period of three years.


A high level Empowered Committee will oversee the implementation of the project under the leadership of Bihar State Madarsa Education BoardUNFPA will provide technical assistance and systems strengthening for the project.


AEP cell is envisaged to be a technical and managerial pivot for the implementation of the project that will work under Bihar State Madarsa education Cell and will provide administrative, managerial, and technical direction and inputs for achieving the results of the project. A dedicated team will be placed at the offices of Bihar State Madarsa Education Board’s office at Patna and Purnia which manage, guide and oversee the implementation.

The AEP cell will be responsible for enabling execution of the inputs. A major task of the AEP cell would be to identify and operationalize the 50 Regional Resource Centres, which will be the administrative and technical resource hubs for a unit of 40 Madarsas and building capacities of Madarsas on trainings, counselling, career guidance, creative expressions and MIS.


Reporting to the State Program Coordinator of UNFPA-Bihar with parallel reporting line with Minority Welfare Department/Bihar State Madarsa Education Board, the incumbent shall be responsible for providing essential support to the project and will be working with other team members to achieve project success. The position will primarily be responsible for executing and monitoring the activities of project, especially in operationalization of Regional Resource Centres.

Key Responsibilities and Deliverables:

(1) Identify and prepare listing of potential Madarsas to be developed as Regional Resource Centres;

(2) Support Identified Regional Resource Centres to enhance their capacities as per their envisaged role in the project;

(3) Support State Resource Centre and Madarsa Board in planning and monitoring of trainings and activities planned at Resource Centres;

(4) Close coordination with the Regional Resource Centre (RRC) Coordinator's on a day-to-day basis for their effective utilization in the project;

(5) Develop systems to operationalize Regional Resource Centres and monitor the progress on a regular basis;

(6) Align the Resource Centre operationalization with the State Resource Centre at Patna in coordination with Implementing Partners;

(7) Coordinate the execution/implementation activities under guidance from Director-State Resource Centre and Regional Office of Madarsa Board;

(8) Collect and collate the information/data on Regional Resource Centres and prepare monthly reports;

(9) Support the RRC Coordinators and SRC in conducting liasoning and convergence meeting with govt. line departments at State and district level;

(10) Initiate documentation of different activities in the project in close co-ordination with relevant stakeholders;

(11) Undertake field visits as and when required to assess the progress of the implementation


Applicant must have bachelor’s degree in any discipline.


(1) Minimum three to five years of working experience in executing and monitoring the activities of the project with Government sector;
(2) Previous working experience with Madarsa system will be given advantage;

Skills and Competencies:
(1) Fluency in written and spoken Urdu is mandatory;
(2) Ability to understand and address development related issues;
(3) Proficiency in operating computers and MS Office package;

(4) Ability to work with a diverse group and settings
(5) Willingness and ability to travel extensively.


The Project Officer -Adolescence Education Program shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


The selected candidate shall be paid a consolidated amount of Rs. 50,000 per month based on salary history, qualification and experience.

7. LOCATION: Patna (Ghulam Sarwar Bhawan, Haj Bhawan)

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
