Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.

The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.

Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

Reporting to the Associate Director: Care & Support, the Programme Manager: Care &  Support (PM-CS) shall be responsible for managing and providing programmatic, technical and organisational development advice and support to Alliance India’s network of state-level, principal partner NGOs, their programmes and implementing partners; supporting and managing programme development and capacity building; promoting innovation and documentation of good practice in HIV/AIDS programming; and, actively representing and contributing to planning and policy work on behalf of Alliance India and its partner NGOs.

The post-holder shall also provide participatory, supportive and motivational leadership to the team of Programme Officers and additionally support the development of an empowered and motivated middle management cadre, by giving clear tasks and autonomy, and providing mentoring and coaching support, as required.  S/he shall also contribute to fostering a management culture that is based on clear communication, development of staff and acknowledging excellence.

Key Job Responsibilities:
(1) Close oversight of the Care & Support and community systems strengthening components under the GFATM grant;
(2) Contribute to the development and implementation of appropriate programme strategies for Care & Support programmes;
(3) Develop the implementation plan for Vihaan programme activities in close coordination with the Associate Director: Care & Support and the Cluster team in Alliance India. Also monitor activities and budget of SRs (Sub-Recipient) and stakeholders, ensuring high quality of programme deliverables;
(4) Liaise and support the Care, Support and Treatment (CST) Division of NACO for forming a working group for Community System Strengthening (CSS) and in the conduct of regular meetings by the same;
(5) Ensure proper coordination between CST and Vihaan at the state and district levels for the conduct of joint review meetings in coordination with the Associate Director-Care & Support;
(6) Conduct periodic review of activities undertaken by Sub Recipients (SR) team in close coordination with the Cluster Team in Alliance India;
(7) Facilitate and document consultations at the national and state levels. Also develop tools for situational needs assessment in CSS theme and oversee implementation of the same;
(8) Develop a pool of Advocacy Champions with the support of SR and SSRs and share advocacy priorities with them;
(9) Coordinate with NACO for the transition of Care and Support Centres (CSCs) to be supported by the domestic fund. This will be an ongoing process during the tenure of the programme;
(10) Develop a pool of master trainers to implement CSS and mentor them on the same;
(11) Conduct periodic reviews of the work plan at the national and SR level and ensure that programme implementation is happening as per plan, suggesting appropriate revisions, as necessary;
(12) Develop a score card for Community Monitoring and support implementation of the same;
(13) Contribute to the development and implementation of effective monitoring, review and evaluation strategies and activities for programmes, against agreed project deliverables;
(14) Develop a technical support plan for CST and CSS components, transitioning and other relevant areas, as required for NACO, SACS and ART Centres;
(15) Develop capacity building plans for CBOs in specific thematic areas. Also undertake quarterly review of SR partners based on progress reports received and support all SRs in developing action plans for the next quarter, in coordination with the cluster team in Alliance India;
(16) Provide support to SRs for developing internal systems and procedures to ensure compliance with donor requirements;
(17) Assess the programmatic, organisational and technical support needs of programmes, SRs and other relevant stakeholders and develop capacity building plans for the needs identified. Also carry out review and evaluation of the progress and impact of such activities and initiate corrective actions wherever required;
(18) Provide high-quality programme inputs to various report generation processes, ensuring their timeliness;
(19) Ensure grant funds are effectively utilized against programme deliverables in collaboration with the Associate Director: Care & Support and the Grants Management team;
(20) Support Senior Management team members in establishing, maintaining and strengthening effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particularly those institutions working in prevention and Care & Support, including key government agencies, donor agencies, NGO/ Civil Society partners and research institutions;
(21) Participate, as requested by the Associate Director: Care & Support, in relevant external committees, partnerships and consortia, which involve Alliance India as members;
(22) Complement the activities of the other team members and provide support wherever required;
(23) Ensure strict compliance with the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation, ensuring adherence to prescribed quality and timeliness of deliverables;
(24) Lead the team, through continuous encouragement, setting clear work/activity plan targets and close monitoring of the quality aspects of deliverables, through a lead by example approach;
(25) Uphold the Mission/ Vision and values of Alliance India and work within its equal opportunities framework, demonstrating the behaviours and competencies as appropriate for the position;
(26) Undertake other responsibilities not outlined above, which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed by the post holder with the Line Manager.


Qualifications and Experience

(1) Masters’ degree in Social Sciences, Public Health, Development, or equivalent discipline;
(2) At least 8 to 10 years of progressively responsible project management experience in public health, at the national level;
(3) Experience in HIV/AIDS sector, especially in the implementation of Care & Support/ community systems strengthening programmes.

(1) MBBS or alternate qualifications in medicine such as BDS, BAMS and BUMS;
(2) Post Graduate degree in Medicine, or Preventive and Social Medicine or Community Medicine, or other clinical disciplines.

Skills and Competencies
(1) Good understanding of development issues and the HIV epidemic(s) in India;
(2) Understanding of GFATM strategies, policies and reporting procedures;
(3) Significant team management experience with national or international level NGOs/ donor agencies;
(4) Hands on experience in programme conceptualisation and management at the national level;
(5) Demonstrated knowledge and understanding of project management;
(6) Sound understanding of the principles of NGO/ CBO support, in the context of both public health and human rights dimensions;
(7) Experience of collaborating with community organisations and groups to deliver excellent HIV and health interventions;
(8) Commitment to LGBT rights and inclusion and rights-based responses to HIV and generally to the key populations affected by the epidemic;
(9) Experience of providing technical support and capacity building of organisations on rights-based approach;
(10) Demonstrated knowledge and understanding of partnerships and/or donor environment, donor relations and reporting;
(11) Proven experience in developing and writing funding proposals for bilateral/ multilateral donors, private foundations and trusts;
(12) Proven experience of developing and maintaining strong and effective relations with donors, government functionaries, media, and other stakeholders;
(13) Ability to work with a diverse team and manage a large portfolio of projects;
(14) Strong commitment to team-working, collaboration, consensus building and negotiation;
(15) Excellent analytical, presentation, writing and verbal communication skills;
(16) Excellent team management skills with quick decision-making capacity;
(17) Ability and willingness to undertake travel approximate 50% of the time primarily within India to locations where the programme is being implemented;
(18) Strong commitment to HIV/AIDS and sexual and reproductive health and rights;
(19) Fluent in English and Hindi;
(20) Knowledge of other Indian regional language(s) will be an advantage.

The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
