Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.

The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.

Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

Reporting to the Associate Director: Care & Support, the Senior/ Programme Manager: Private Sector Engagement (SPM-PSE) shall have overall responsibility for setting up an effective and sustainable structure that enables and strengthens private sector engagement in HIV Care, by successfully establishing a coordination mechanism between private practitioners and NACO/ SACS.  The post-holder shall also be responsible for developing and implementing the technical support and capacity building provision identified by NACO for prioritised ART Centres. S/he shall additionally play a key role in the implementation of new technology/ innovation in patient care, such as e-consultation, etc. 

The SPM-PSE shall also provide participatory, supportive and motivational leadership to the team of Programme Officers and support the development of an empowered and motivated middle management cadre, by giving clear tasks and autonomy, and providing mentoring and coaching support as required. The post-holder shall also contribute to a management culture that is based on clear communication, development of staff and acknowledging excellence.

Key Responsibilities:
(1) Lead the process of assessment of NACO prioritised ART Centres and develop strategies for providing effective handholding support, in close coordination with the Programme Officer and State level Coordinators;
(2) Ensure retention in HIV Care and adherence to the highest standards of quality and excellence in patient care and adoption of good clinical practices by helping improve the  ART- CSC coordination mechanism;
(3) Coordinate all training activities at the national level for prioritised ART Centers in the assigned areas and ensure that good practices are followed for HIV testing and Anti-Retroviral Therapy;
(4) Develop improvement plans for identified ART Centres and analyse their performance on a periodic basis;
(5) Take the lead in developing quality training/ capacity building plans for Centres, private practitioners and Medical Colleges;
(6) Set up a sustainable coordination mechanism structure that enables private sector engagement in HIV Care by bridging the gap between the national CST programme and private practioners providing ART services to PLHIV;
(7) Ensure coordination with SACS, Principals/ Deans of Private Medical Colleges and Medical Superintendents/ Directors of District Hospitals/ Other Hospitals for improved coordination of ART services with other health activities at Centres;
(8) Support the Strategic Information team at Alliance India in conceptualising and developing a dashboard for monitoring the performance of ART Centres;
(9) Contribute to the development and implementation of appropriate intervention strategies for the programme;
(10) Conduct routine review of activities undertaken by State Programme Officers in close coordination with the cluster team in Alliance India;(11) Conduct periodic review of the work plan at the national level to ensure that implementation is happening as per the plan, suggesting appropriate revisions to the plan as necessary;
(12) In coordination with State Programme Officers, lead the capacity building needs assessment for the prioritised ART Centres and design and implement training and capacity building initiatives for them;
(13) In close coordination with the Strategic Information team at Alliance India, contribute to the development and implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables;
(14) In coordination with the Strategic Information team, manage various surveys and evaluation activities to generate and provide evidence in priority areas to support capacity building initiatives and programme implementation;
(15) Ensure that reports prepared and submitted to NACO and donor agencies comply with quality standards and assure timeliness in deliverables;
(16) In collaboration with the Associate Director: Care & Support and the Grants Management team, ensure that grant funds are effectively utilized against programme deliverables;
(17) Support the Senior Management team in establishing, maintaining and strengthening effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particularly those institutions working in prevention and care & support, including key government agencies, donor agencies, NGO/ civil society partners and research institutions;
(18) Participate, as requested by the Associate Director, in relevant external committees, partnerships and consortia, which involve Alliance India as members;
(19) Complement the activities of the other team members and provide support wherever required;
(20) Strictly follow the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation; ensuring adherence to quality and timeliness of deliverables;
(21) Lead the team, through continuous encouragement, setting clear work/activity plans and closely monitor quality aspects of deliverability through a lead by example approach;
(22) Uphold the Mission/ Vision and values of Alliance India and work within its equal opportunities framework, demonstrating behaviours and competencies, as appropriate for the position;
(23) Undertake other responsibilities not outlined above, which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Line Manager and the post holder.


Qualifications and Experience:
(1) Applicants should have MBBS or BDS/ BAMS/ BUMS, or higher medical degrees, with at least 8 to 10 years of progressively responsible project management experience in public health, at the national level.


Masters’ degree in Social Sciences, Health, Development, or equivalent, with 10 to 12 years of progressively responsible project management experience in public health, at the national level;

(2) Experience in the HIV/AIDS sector, especially in the implementation of Care & Support/ private sector engagement programmes, is desirable;
(3) Significant team management experience with national or international level NGOs/ donor agencies;
(4) Hands on experience in programme conceptualisation and management at the national level.

Skills and Competencies:
(1) Demonstrated knowledge and understanding of project management;
(2) Sound understanding of the principles of NGO/ CBO support, in the context of both public health and human rights dimensions;
(3) Experience of collaborating with community organisations and groups, private sector, etc. to deliver excellent HIV and health interventions;(4) Commitment to LGBT rights and inclusion and rights-based responses to HIV, and generally to the key populations affected by the epidemic;
(5) Experience of providing technical support and capacity building of organisations on the rights-based approach;
(6) Demonstrated knowledge and understanding of partnerships and/or donor environment, donor relations and reporting;
(7) Proven experience in developing and writing funding proposals for bilateral/ multilateral donors, private foundations and trusts;
(8) Proven experience of developing and maintaining strong and effective relations with donors, government functionaries, media, and other stakeholders;
(9) Ability to work with a diverse team and manage large portfolio of projects;
(10) Strong commitment to team-working, collaboration, consensus building and negotiation;
(11) Excellent analytical, presentation, writing and verbal communication skills;
(12)  Excellent team management skills with quick decision-making capacity;
(13) Ability and willingness to undertake travel approximately 50% of the time, primarily within India to locations where the programme is being implemented;
(14) Strong commitment to HIV/AIDS and sexual and reproductive health and rights;
(15) Fluent in English and Hindi;
(16) Good understanding of development issues and the HIV epidemic(s) in India;
(17) Understanding about GFATM reporting procedures and knowledge of donor’s strategies and policies;
(18) Knowledge of other Indian regional language(s).

The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
