Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.

The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.

Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

Reporting to the Programme Manager: Care & Support, the Programme Officer: Community Systems Strengthening (PO-CSS) shall be responsible for providing programmatic, technical, and organisational development support to sub recipient (SR) organisations and sub-sub recipient (SSRs) organisations under the Vihaan programme. The post-holder shall also be responsible for supporting programme development, capacity building, advocacy and promoting the documentation of good practices.

Key Job Responsibilities:
(1) In coordination with the Programme Manager: Care & Support, develop and implement work plans and monitor activities for the Vihaan programme, ensuring high quality in programme deliverables;
(2) In close association with the Programme Manager: Care & Support, contribute to the development and implementation of appropriate programme strategies;
(3) Lead community-led advocacy activities to be carried out at the State and District levels;
(4) Regularly monitor and review the implementation of the programme, in close collaboration with M&E team members;
(5) Effectively coordinate with different stakeholders like Vihaan SRs, SSRs, and ART Centres, for carrying out community feedback and monitoring activities;
(6) In collaboration with other programmes, strategic information team members, Partner Organisations, CBO’s and other stakeholders, identify key areas for research on relevant policy issues and opportunities to implement such research;
(7) Assess the programmatic, organizational and technical support needs of programme and other relevant stakeholders and develop capacity building plans for the needs identified. Also carry out review and evaluation of the progress and impact of such activities and take corrective actions wherever required;
(8) Establish and strengthen site working groups and other relevant community networks, including facilitating and supporting their co-ordination of programme activities;
(9) Effectively coordinate the training of Key Population (KP) CBOs including PLHIV and  the establishment of KP networks in identified districts;
(10) Ensure effective implementation of advocacy initiatives developed at the grass root level;
(11) Lead the conceptualisation and development of community-based feedback tools and score cards;
(12) Review and provide feedback on reports receiving from partner organisations, ensuring that the reports are finalised within the agreed timelines and assure quality;
(13) In coordination with the Programme Manager: Care & Support, prepare various programme reports including routine reports to donors, ensuring quality and timeliness of the same;
(14) Extend support in coordination for private sector engagement and Care & Support activities, to bring synergy among all the different programme components;
(15) Undertaking monitoring visits and need based technical support visits to SRs and project sites at regular intervals;
(16) Provide support to SRs in developing their internal systems and procedures, ensuring compliance with donor requirements;
(17) In collaboration with the Programme Manager: Care & Support and Grants Management team, ensure grant funds are effectively utilized against programme deliverables;
(18) In collaboration with rest of the team, contribute to programme learning in respect of Alliance India’s communications and knowledge management initiatives, ensuring the communication of best practice recommendations, both internally and externally;
(19) Support Senior Management team members in establishing, maintaining and strengthening effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, particularly those working in prevention and Care & Support, including key government agencies, donor agencies, NGO/ Civil Society partners and research institutions;
(20) Participate, as requested by the Associate Director, in relevant external committees, partnerships and consortia, which involve Alliance India as members;
(21) Complement the activities of other team members and provide support wherever required;
(22) Strictly follow the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation, ensuring adherence to quality and timeliness of deliverables;
(23) Uphold the Mission/ Vision and Values of Alliance India and work within its equal opportunities framework, demonstrating behaviours and competencies, as appropriate for the position;
(24) Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Line Manager and the post holder.


Qualifications and Experience

(1) Masters’ degree in Social Sciences, Health, Development or equivalent discipline;
(2) At least three to five years of progressively responsible project management experience in public health, at the national level;
(3) Experience in HIV/AIDS sector especially in the implementation of Care & Support/ community systems strengthening programmes.

Skills and Competencies
(1) Good understanding of development issues and the HIV epidemic(s) in India;
(2) Understanding of GFATM reporting procedures, as well as knowledge of the donor’s strategies and policies;

(3) Hands on experience in programme conceptualisation and management at the national level;
(4) Demonstrated knowledge and understanding of advocacy initiatives and project management;
(5) Sound understanding of the principles of NGO/ CBO support, in the context of both public health and human rights dimensions;
(6) Commitment to LGBT rights and inclusion and rights-based responses to HIV and generally to the key populations affected by the epidemic;
(7) Experience of providing technical support and capacity building of organisations, especially those working at the community or grassroots level;
(8) Demonstrated knowledge and preferably experience in the conceptualisation and development of digital community score cards, using Tableau/ Power BI;
(9) Proven experience in developing and writing funding proposals for bilateral/ multilateral donors, private foundations and trusts;
(10) Proven experience of developing and maintaining strong and effective relations with donors, government functionaries, media, and other stakeholders;
(11) Ability to work effectively in teams, as well as independently;
(12) Ability and willingness to undertake travel approximately 50% of the time, primarily within India to locations where the programme is being implemented;
(13) Strong commitment to team-working, collaboration, consensus building and negotiation;
(14) Excellent analytical, written and verbal communication skills;
(15) Excellent team management skills with quick decision-making capacity;
(18) Fluent in English and Hindi;
(19) Knowledge of other Indian regional language(s) will be an advantage.

The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
