2. ORGANIZATION BACKGROUND:

Founded in 1999, India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, the organisation works through capacity building, knowledge sharing, technical support and advocacy. Leveraging its large network of partners, Alliance India supports the delivery of effective, innovative, community-based HIV programmes, to key populations affected by the epidemic.

The organisation works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. Placing communities at the center, it works to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of the organisation’s response, including sex workers, men who have sex with men, people who inject drugs, transgender individuals, and people living with HIV. Alliance India’s programming and policy efforts are driven by evidence of what works. Quality and accountability are core priorities in its interventions, technical support and grant management.

Headquartered in New Delhi, the organisation implements programmes across India, with the support of more than 450 organisations. Alliance India’s programmes are operational in all states and Union Territories and complement the national HIV response of the National AIDS Control Organization (NACO), in coordination with the State AIDS Prevention and Control Societies (SACS) and State Networks.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Associate Director: Finance & Accounting and Grants Manager, the Grants & Accounting Officer (GAO) shall be responsible for taking care of grants and accounting-related responsibilities for direct implemented programme components. The post-holder shall be responsible for maintaining accurate documentation of Alliance India expenditures and assist in preparing financial reports, ensuring tax deductions at source, preparation of balance sheets, financial reports, etc. The GAO shall also provide support for donor reporting and donor specific internal audits. S/he shall also be responsible for ensuring compliance with statutory regulations and the timely submission of various financial documents/ reports to concerned government authorities. The post-holder shall also provide technical support to Alliance India partner NGOs on financial management and statutory compliance-related matters, as necessary.
 

Key Responsibilities:

(1) Manage routine finance and accounting tasks relating to direct implementation components of programmes;
(2) Support the Associate Director: Finance & Accounting in developing, implementing and maintaining financial accounting and internal control systems as per the financial guidelines of Alliance India and in line with various donor compliance requirements;
(3) Support the Grants Manager in strengthening the granting cycle by regularly assessing the strategic and operational needs of the Finance and Programmes teams; proposing and developing new processes and procedures, including proposing updates to Alliance India’s Financial Standard Operating Process (SOPs), and Onward Granting Policies and Procedures;
(4) Ensure that potential issues and amendment requests are flagged early to the attention of Senior Management and coordinate revisions and approvals to donor budgets and work plans, as appropriate;
(5) Maintain daily records of cash receipts and disbursements including the preparation of receipt payments, general journal vouchers, and cheques for signatures;
(6) Prepare voucher requisitions incorporatind details of Cost Codes, Activity Codes and Donor Codes and maintain books, statutory records and financial files;
(7) Record all transactions in computer-based accounting system in accordance with generally accepted accounting practices, ensure proper documentation of all transactions, and maintain files of all supporting documentation for accounting entries;
(8) Ensure timely payment of all leases, vendors, insurance premium and other obligations;
(9) Ensure and make necessary arrangements for adequate cash in office for regular office consumables, staff/ consultant travel, workshops, etc.;
(10) Timely preparation of statements like bank reconciliations, monthly cash summary and Cash Flow statements;
(11) Deduction and timely deposit of various taxes with the Government authorities;
(12) Support the Associate Director in the preparation of monthly, quarterly, six-monthly and annual financial reports for stakeholders;
(13) Prepare Cash Flow statements and forecast cash flow situation based on the availability of funding and grants received from various donors and corresponding expenditures;
(14) Work with the Programmes Team to design budgets and reporting forms that reflect programmatic goals. Also ensure that grant funds are effectively utilized against programme deliverables;
(15) Provide inputs to the budgeting process for various donor programme activities in addition to Quarterly Budget vs. Actual (and variances) Analysis for donor reporting and review of programme activities;
(16) Maintain a clear understanding of the requirements of relevant donors of Alliance India and local/ country-specific legislation regulations. Take the lead in financial and narrative parts of pertinent donor reporting;
(17) Support the Grants Manager in the preparation of management reviews of programme activities and prepare tailor-made reports as and when requested;
(18) Support relevant team members to build and maintain relationships with donor organisations and ensure consistent communications on project deliverables and reporting;
(19) Extend support to resource mobilisation activities, especially for the development of budgets in line with concept notes and work plans for various project/ programme proposals;
(20) Complement the activities of other departments and provide support, as necessary;
(21) Strictly follow the organisational work plan and individual activity plan and proactively contribute to the achievement of the strategic directions of the organisation. Also ensure adherence to quality and timeliness of deliverables;
(22) Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the Line Manager and the post-holder.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicants must possess a Masters’ degree in Finance or Accounting from a reputed institution;
(2) Professional accountancy qualifications such as CA, ICWAI
, or equivalent, shall be an advantage.


Experience:
(1) Four to six years’ experience of handling organizational accounts/ grants management for a reputed, medium to large, non-profit;
(2) Prior experience of handling Global Fund grants shall be an advantage;
(3) Experience of project proposal development and budget preparation, is desirable.


Skills and Competencies: 
(1) Demonstrated experience of computerized accounting, especially Tally;
(2) Proven experience in managing legal compliances/ statutory and contractual requirements, including managing donor audits;
(3) Demonstrated experience of onward granting in the non-profit sector, and for multi-country programmes;
(4) Experience of providing technical support to and capacity building of organisations in the areas of financial management and statutory compliance related matters;
(5) Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment;
(6) Strong analytical skills with proven ability to convey concepts through effective communication;
(7) Ability to work effectively in teams, as well as independently;
(8) Excellent writing and verbal communication skills;
(9) Fluency in English and Hindi;
(10) Ability and willingness to undertake extensive travel to various project sites.

The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive Health and Civil Society initiatives in India, along with demonstrated interest in engaging with relevant issues relating to the same.
