The Indo-German Universal Health Coverage Programme (IGUHCP) is part of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s enterprise for international cooperation. GIZ works with Indian ministries at the Centre and State Governments for implementation of bilateral cooperation projects.

IGUHC works closely with National Health Authority under Ministry of Health and Family Welfare (MoHFW) and with selected state governments to provide policy advise and implementation support in the areas of Universal Health Coverage, Health Systems Strengthening, Social Health Insurance and health security. Other government ministries/agencies with which IGUHC works closely are NITI Aayog, ESIC, Ministry of Labour and Employment (MoLE), ICMR etc.

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). The Consultant-Coordination (CON-C) shall support the strengthening of existing institutional structures for PM-JAY in the national as well as state level.

The Consultant- Coordination (CON-C) shall be responsible for supporting the NHA with in the implementation of PM-JAY in the states through continuous coordination and liaison with the state government officials along with coordination with various other national and international agencies. The CON-C will work under the direct supervision of the reporting officer assigned by the NHA.

Key Responsibilities:
(1) Familiar with the AB PM-JAY processes; Acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;
(2) Onboard the State preparatory activities, launch, smooth implementation;
(3) Provide support to the adoption and implementation of NHA guidelines and support system;
(4) Facilitate the onboarding of Insurer/ ISA for implementation of scheme;
(5) Provide support to the establishment and strengthening of SHA;
(6) Day to day liaison with State Officials on various scheme implementation related issues;
(7) Organize review meeting and stakeholder consultation;
(8) Monitor transfer of central fund to SHA;
(9) Keep track on the claim settlement and release of insurance premium;
(10) Facilitate the coordination between various department of NHA and SHA;
(11) Inter state coordination for portability cases;
(12) Help state organize the training need assessment in state on various thematic areas;
(13) Monitor timely settlement of grievances;
(14) Prepare proposals for release of funds to SHA;
(15) Monitor the overall progress of scheme implementation (e.g. Beneficiary coverage, Utilization);
(16) TPA/ ISA monitoring through KPIs;
(17) Organize review meetings with different stakeholders;
(18) Collect and collate reports from SHA;
(19) Manage activity calendar regarding the state coordination;
(20) Coordinate with various other agencies for supporting the implementation of PM-JAY;
(21) Facilitate the state with onboarding the IT integration;
(22) Provide support to the IT adoption and implementation in the state;
(23) Provide support to the state and other stakeholders involved in implementation of scheme regarding IT change request.



Post-graduation or higher qualification in the field of Management, Public Health, or any other equivalent degree from a recognized university or institute.


Minimum 1-2 years of relevant post-qualification work experience

Skills and Competencies:
(1) Proven project management skills;
(2) Sound knowledge of the health and development sector work/ community work;
(3) Analytical skills and strategic thinking; Ability to apply analysis for administrative and management purposes is essential;
(4) Demonstrated ability to work in a multi-disciplinary team;
(5) Knowledge of commonly used software packages like MS Word, Excel, Power Point;
(6) Ability to work under pressure and attend to any ad hoc functions as may be required;
(7) Self-driven and able to work with tight deadlines;
(8) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;
(9) Ability to work independently when required;
(10) Excellent oral and written communication skills in English and Hindi;

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
