(CPR-IEC), National Health Authority (NHA), MoHFW, GoI (One Vacancy)


The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). The Consultant – Public Relations, IEC (Information, Education & Communication) (CPR-IEC) shall support the IEC division of the NHA for better reach and media engagement of PM-JAY at the national level.

The CPR-IEC shall be responsible for planning and executing public relations of NHA along with media engagement, planning of conclaves/ events for wider coverage and impact of the scheme. S/he shall support the NHA in all IEC (information, education, communication) related activities such as writing forewords, newsletter articles, talking points for the leadership.

Key Responsibilities:

(1) Promoting the initiatives under NHA through National and relevant Regional Media;

(2) Leveraging media engagement platform for NHA Spokespeople;

(3) Handling regional media public relations;

(4) Conduct PR events and forums for Spokespeople, Press meets and Press Conference;

(5) Handle feature stories, beneficiaries profiling, narrating success stories, creating testimonials;

(6) Organize conclaves/ forums in partnership with media houses to widen its impact and reach, assisting in crisis management;

(7) Analyse/ tracking of daily news reports (print, electronic and online) and issuing of rejoinders/addendums whenever required

(8) Supervise the PR agency to deliver the high-quality output;

(9) Write forewords, op-eds, newsletter articles, editorials and talking points etc. for the leadership;

(10) Any other task assigned by the supervisor.



(1) Postgraduate degree/ diploma in mass communication, journalism, public relations, social work or an equivalent degree from a recognized institute/ university;

(2) Added qualification in Public Health would be an asset


(1) Minimum five to seven years of experience in the field of Journalism and Mass Communication;

(2) 2-3 years of experience of handling Public Relations / worked on health-related news for government partners or government departments;

(3) Strong connect with national and regional media;

(4) Proficient in drafting write-ups on various topics around public health;

Skills and Competencies:

(1) Mindful about the developments happening in public health sector in India;

(2) Diligent and agile with a ‘can-do’ attitude towards work;

(3) Knowledge about PM-JAY/RSBY and other government funded health insurance programmes in India.

(4) Working knowledge of the standard communication frameworks, guidelines, regulations and techniques;

(5) Ability to think creatively and intuitively;

(6) Knowledge of and experience with media production, communication, and dissemination techniques and methods. This includes alternative ways to inform and entertain via written, oral, visual and online media;

(7) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point etc.;

(8) Knowledge of design and production processes for print and interactive media;

(9) Ability to communicate with people outside the organization, representing the organization to, the public, government, and other external sources;

(10) Ability to create new ideas, relationships, systems, or products, including creative contributions;

(11) A knack for current affairs, social media, latest developments and updates;

(12) Demonstrated ability to work in a multi-disciplinary team.

5. VACANCY DETAILS: One vacancy


The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. LOCATION: NHA Office, Delhi


The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by NHA.
