1. POSITIONS VACANT: Consultant – Finance, State Health Authority (SHA), Ladakh

2. ORGANIZATION BACKGROUND:

The Indo-German Universal Health Coverage Programme (IGUHCP) is part of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s enterprise for international cooperation. GIZ works with Indian ministries at the Centre and State Governments for implementation of bilateral cooperation projects.

MoHFW has set up National Health Authority (NHA) to manage PM-JAY and at the state level it will be implemented by State Health Agencies (SHAs), set up for this purpose.

In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support the State Health Agency in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). The Consultant shall support the financial management system of PM-JAY in the Union Territory(UT) of Ladakh.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant – Finance will support the SHA and coordinates his/her activities with the designated official of the SHA.

The incumbent will be responsible for providing support in matters related to the overall management and standardisation of processes related to finance of PM-JAY, compliance of guidelines and overall support to NHA and the state government.


Key Responsibilities:

(1) To make himself/herself thoroughly familiar with the PM-JAY processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;

(2) Coordinate the preparation of budgetary planning and processes;

(3) Provide financial planning support to the State Health Agency in implementing PM-JAY;

(4) Ensure compliance with State government financial regulations, including taxation;

(5) Prepare financial reports, including annual budget execution reports, quarterly financial statements for programmes and operational budgets;

(6) Provide strategic advice and guidance on all issues of financial management;

(7) Liaise with the NHA team regarding the premium payment, tendering process and other necessary program related aspects;

(8) Provide legal assistance, when required;

(9) Attend the various trainings provided by the central team. Provide training to the functionaries at state level and district level as and when required by SHA;

(10) Prepare financial reports, including annual budget execution reports, quarterly financial statements for programmes and operational budgets, as per the need of the Ministry and GIZ;

(11) Conduct field visits to monitor the implementation of PM-JAY;

(12) Support the NHA and the SHAs in strategic advising of public hospitals in utilizing the funds for hospital development;

(13) Prepare basic financial data reports of performance of the States / districts and present them to the supervisor.


4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Post-graduation or higher qualification in field of Management and finance, or any other equivalent degree from a recognized university or institute.


Experience:

(1) At least 2-3 years of relevant post qualification professional experience in financial project management skills including supporting, managing and monitoring of large-scale government health insurance schemes or government health programmes.;

(2) Experience of working with government and hands on experience of using PFMS and conducting financial due diligence;

(3) Experience in overseeing financial systems of the public health, rural development or social welfare projects shall be preferred.

Skills and Competencies:

(1) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;

(2) Excellent oral and written communication skills in English and Hindi;

(3) Sound knowledge of the financial management of the health sector and government health insurance schemes and their systems of the working;

(4)  Analytical skills and strategic thinking. Ability to apply analysis for financial administrative and management purposes is essential;

(5) Demonstrated ability to work in a multi-disciplinary team;

(6) Knowledge of commonly used software packages like MS Word, Excel, Power Point;

(7) Ability to work under pressure and attend to any ad hoc functions as may be required; Self-driven and able to work with tight deadlines

7. NATURE OF ENGAGEMENT:

The Consultant Finance shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: The Consultant will be placed in State Health Authority in Ladakh.
9. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of one year, extendable thereafter, on the basis of performance and approval by SHA.
