1. POSITIONS VACANT: Consultant – IT, State Health Agency(SHA), Ladakh

2. ORGANIZATION BACKGROUND:

The Indo-German Universal Health Coverage Programme (IGUHCP) is part of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s enterprise for international cooperation. GIZ works with Indian ministries at the Centre and State Governments for implementation of bilateral cooperation projects.

MoHFW has set up National Health Authority (NHA) to manage PM-JAY and at the state level it will be implemented by State Health Agencies (SHAs), set up for this purpose.

In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a consultant who will support the  State Health Agency in supporting and managing the IT systems of the scheme.

Objective of the Assignment:

The objective of the assignment is to support the State Health Agency in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). The Consultant shall support the IT system for PM-JAY in the State along with data base related aspects.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant – IT will support the SHA and coordinates his/her activities with the designated official of the SHA.

The Consultant IT, s/he will support the SHA in IT related activities and Database Management related to PM-JAY and state scheme. S/he shall support the SHA in all database related aspects. This includes but is not limited to all data warehousing, data management, performance tuning, maintaining backup, troubleshooting, training and providing technical support to field team and documentation. Major tasks and responsibilities will comprise amongst others.


Key Responsibilities:

(A) Specific Tasks:

(1) To make himself/herself thoroughly familiar with the processes, inputs and outputs of PM-JAY. To acquire an in-depth understanding of the IT guidelines of the scheme and role of IT at various interfaces of IT and program management;

(2) Provide advice to SHA about setting up the necessary IT Infrastructure including state servers/ cloud as per the technical specification laid down by the central team and NIC team of PM-JAY and other proposed health insurance schemes of the state government/Government of India;

(3) Coordinate with the current IT team of PM-JAY within MoHFW/NHA and the National Informatics Centre (NIC) and any other IT agency hired by the NHA/ SHA;

(4) To attend the various training provided by the central or NIC team from time to time. To provide trainings to the functionaries and state level and district level as and when required by SHA/NHA;

(5) Maintains database by identifying and solving database requirements; supporting users;

(6) Reviewing service related reports (e.g.:  database backups, maintenance, monitoring)

(7) On a daily basis to ensure service related issues are identified and resolved within established SLAs;

(8) Responding to database related alerts and escalations and coming up with strategic solutions to recurring problems;

(9) Analyze software requirements in regard of database and identify database requirements for new systems;

(10) Understand the requirements of the upper layer software, provide guidance to the software engineers for database operations;

(11) Support database functions by designing and coding utilities;

(12) Perform monitoring and troubleshooting by

(a) Choose and apply monitoring tools

(b) Increase the performance of the tools

(c)  Troubleshooting database problems

(d) Provide performance reports

(B) Documentation

(1) Perform data analysis and produce reports in various formats including graphs, charts etc.as and when required;

(2) Develop and maintain technical documents database design documentation and operating manuals on how to use the IT system, Database for SHA and other stakeholders for PM-JAY and State health insurance schemes;

(3) Preparation of reports etc. as per the need of the SHA, NHA and GIZ.


4. QUALIFICATION, SKILLS AND EXPERIENCE: 

Qualifications:

Postgraduate degree/diploma in information technology or computer application or computer science or any other equivalent degree from a recognized institute/university.


Experience:

(1) At least 2 -5 years of post-qualification relevant professional experience in IT development and Management including database;

(2) Experience in troubleshooting and resolving database integrity issues, performance issues, connectivity issues, security issues etc.;

(3) Strong knowledge of backups, restores, recovery models replication;

(4) Knowledge of open source technologies

(5) MySQL/SQL Development and support– ability to write and troubleshoot SQL Code and design stored procs, functions, tables, views, triggers, indexes, constraints;

(6) Proven track record in working with government institutions/state government. Experience of working with the Government health programmes would be an added advantage.

Skills and Competencies:

(1) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point; knowledge of database, software is highly desirable.

(2) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities.

(3) Ability to work independently when required.

(4) Excellent oral and written communication skills in English and Hindi.

(5) Demonstrated ability to work in a multi-disciplinary team.

7. NATURE OF ENGAGEMENT:

The Consultant IT shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: The Consultant will be placed in State Health Authority in Ladakh.


9. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of one year, extendable thereafter, on the basis of performance and approval by SHA.
