Consultant – Coordination (CON-C), State Health Agency, Bihar

1. POSITIONS VACANT: Consultant – Coordination (CON-C), State Health Agency, Bihar(One Vacancy)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant will be responsible for supporting the SHA with the implementation of PMJAY in the state through continuous coordination and liaison with the state government officials along with coordination with district health officials. The Consultant will work under the direct supervision of the reporting officer assigned by the SHA.

Key Responsibilities:

(1) To make himself/herself thoroughly familiar with the AB PM-JAY processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders.

(2) Support the adoption and implementation of NHA guidelines and support system;

(3) Support the SHA in implementation of PMJAY by rigorous and continuous monitoring visits in the districts which are allotted to the consultant;

(4) Regularly meeting the district officials such as the civil surgeon and coordinate with the block officials regarding the implementation of the scheme;

(5) Support the SHA by providing regular follow up reports of the hospitals and the district/block officials;

(6) Monitor timely settlement of grievances

(7) Monitor the overall progress of scheme implementation (e.g. Beneficiary coverage, Utilization);

(8) Conduct regular field visits to the hospitals for supporting the beneficiaries in getting the required treatment. Continuous follow-up and monitoring of the Arogya Mitras in the hospitals to support the implementation of AB PM-JAY. 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
Qualifications:

Essential:

Post-graduation or higher qualification in field of social work, Management, Public health, or any other equivalent degree from a recognized university or institute.
Experience:

Essential:

Minimum 1-2 years of relevant post-qualification work experience

Skills and Competencies:

(1) Proven project management skills;

(2) Sound knowledge of the health and development sector work/ community work;

(3) Analytical skills and strategic thinking; Ability to apply analysis for administrative and management purposes is essential.

(4) Demonstrated ability to work in a multi-disciplinary team;

(5) Knowledge of commonly used software packages like MS Word, Excel, Power Point;

(6) Ability to work under pressure and attend to any ad hoc functions as may be required;

(7) Self-driven and able to work with tight deadlines;

(8) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;

(9) Ability to work independently when required;

(10) Excellent oral and written communication skills in English and Hindi.

7. NATURE OF ENGAGEMENT:

The Consultant Finance shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

9. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, initially for a period of 12 months, extendable thereafter, on the basis of performance and approval by SHA.
