1. POSITION(S) VACANT: State Newborn Health Consultant, International Development Agency, Raipur, Chhattisgarh


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.


India accounts for the highest number of neonatal deaths in the world contributing to more than a quarter of global burden. Neonatal mortality rate of Chhattisgarh is 29/1000 live births as compared to national average of 23/1000 live births and contributes to 65% of under 5 deaths in the state. The more concern is NMR has increased from 26 in 2017 to 29 in 2018.

 The State has operationalized SNCUs in many districts but still 5 districts do not have SNCU. The SNCUs to be expanded and saturate all the districts. The case fatality in SNCUs, including medical colleges is very high, which reflects the quality of intrapartum care and care provided at SNCUs. The SNCU online data quality to be improved and the data to be analysed and reviewed regularly for identifying the gaps and initiating corrective actions. Kangaroo mother care units must be set up in all the district hospitals and expand the practice of Kangaroo mother care in peripheral health facilities. The adherence to protocols at NBCCs and strengthening NBSUs at FRUs will further reduce the neonatal mortality and decongest the overcrowded SNCUs.

Government of India has identified development partners for each state across the country who are committed to provide technical assistance to the state government to implement RMNCH+A strategy now focusing on the aspirational districts. IDA is a lead partner under RMNCH+A initiative for Chhattisgarh. IDA would support with a high end technical consultant to build the capacities of the state/district for improving newborn health by providing support to improve Quality of Care in SNCUs and NBSUs, to scale up of KMC/MNCU units in the state, support to establish State resource center for paediatric and new-born care, strengthen facility/community follow up of SNCU discharges and linkage with HBYC and monitor and review female admissions in SNCUs.

The State Newborn Health Consultant will be a part of State RMNCH+A Unit at NHM to provide regular technical assistance to NHM and related departments for the overall planning, implementation, monitoring & supportive supervision of the Neonatal Health initiatives under RMNCH+A.
S/he will support in formulation of plans for roll out and scale up of new initiatives & regular monitoring to assess the quality of implementation of flagship and other programs related to neonatal health.

Key Responsibilities:
(1) Support to improve Point of Care for Quality improvement in SNCUs and NBSUs (Regular data analysis and feedback, Capacity building and mentoring of SNCUs, regular Reviews);
(2) Support to scale up of KMC/MNCU units in the state (Roll out of KMC case recording formats and monitoring sheets, Assessment and supportive supervision, support protocols and practices in the units, exposure visits, trainings);
(3) Support to establish State resource center for pediatric and newborn care (in line with FBNC, FBPC, KMC, PICU, RBSK);
(4) Strengthen facility/community follow up of SNCU discharges and linkage with HBYC;
(5) Monitor and review female admissions in SNCUs;
(6) Strengthen SNCU online MIS quality reporting and recording;
(7) Support for roll out of Revised MCP Card;
(8) Support State roll out of HBYC and technical support for capacity building in 2 Ads;
(9) Strengthen Community follow up of SNCU discharges and HBNC/HBYC care by ASHA;
(10) Capacity building and supportive supervision for Essential Newborn care and Neonatal resuscitation, NBCCs;
(11) Support improve early initiation of breastfeeding among institutional deliveries;
(12) Quarterly review and feedback mechanisms to districts based on SNCU online monitoring data in place in State;
(13) Strengthen use and quality of data from SNCU online monitoring through quarterly reviews;
(14) Support for planning HR policy in relation to Labour room and SNCUs;
(15) Demand Generation for Newborn Health;
(16) Roll out of communication material for KMC; roll out of revised MCP card;
(17) Capacity building of SNCU staff on counselling for post discharge follow up;
(18) Roll out of SMS reminder system linked with SNCU data base for improving follow up;
(19) Contribute to evidence-based planning and budgeting of NHM PIP, including appropriate budget allocations for Aspirational districts for newborn health component as per the national guidelines;
(20) Analysis of the observations during mentoring visits by Faculties from medical colleges and advocacy at state level for addressing the gaps identified;
(21) Documentation of outcomes/results and best practices in new-born health.



(1) Applicant must have a Medical/ BDS/ BHMS/ BAMS/ Public Health graduate/ B. Pharma/ B.Sc. or M.Sc. Nursing degree;
(2) Post-graduation in training in Pediatrics, OBGY or Community Medicine/ Public Health is desirable.

Minimum five years or more field experience in Newborn Health program at district/regional/state level, with professional knowledge of Reproductive, maternal, neonatal and child health is essential.

Skills and Competencies:
(1) Familiarity with theory and practical applications and essentials of maternal/ child survival Experience in planning and management of Health sector/RCH programs;
(2) Good negotiation and influencing skills supported by excellent communication skills;
(3) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Excellent oral and written communication & presentation skills in English and Hindi;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects.

5. ESTIMATED TRAVEL: Approximately 7 days in a month for the achievement of the listed deliverables.


The SNHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The Consultant shall be based at Raipur, Chhattisgarh

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
